Kamu harcamalarının azaltılarak ekonomi içinde devletin rolünün mümkün olan en az seviyede tutulması gerekliliği, günümüz ekonomik çevrelerinde yaygın olarak savunulmaktadır. Kamu harcamalarının azaltılmasıyla ekonomideki vergi yükünün de azalacağı belirtilmektedir. Bu durumda, ekonomik kaynakların daha üretken özel sektör tarafından kullanılacağı savunulmaktadır. Bunun sonucunda ise daha hızlı bir ekonomik büyümenin gerçekleştirileceği düşünülmektedir. Keynesyen politikaları savunan iktisatçılar, kamu harcamaları yoluyla ekonomik büyümenin sağlanabileceğini savunmaktadırlar. Bu görüşü desteklemeyenler ise kamu kesiminin kaynakları verimsiz kullanacağını ileri sürmektedirler. Buna ek olarak, hükümetlerin seçim kaygısıyla uzun vadeli yatırımlar yerine oy oranını artıracak cari harcamalara daha yatkın olduğunu belirtmektedirler. Bu çalışmada, 1990-2016 yılları arası, ekonomik büyüme ve kamu harcamaları yıllık verileri kullanılarak, G7 ülkelerinde ekonomik büyüme ve kamu harcamaları arasındaki ilişki incelenmiştir. Çalışmada, serilerin durağanlığı CADF birim kök testi ile araştırılmıştır. Panel eşbütünleşme ilişkisi yatay kesit bağımlılığını dikkate alan Westerlund-Edgerton (2007) eşbütünleşme testiyle incelenmiştir. Uzun dönem eşbütünleşme katsayıları ise AMG yöntemiyle belirlenmiştir. Çalışma sonucuna göre kamu harcamalarında meydana gelen artışın ekonomik büyümeyi artırdığı tespit edilmiştir.
