Almost a decade ago, the Mexican government targeted to establish environmental water reserves (EWR)—a volume of water allocated for ecological protection based on the Environmental Flow Mexican Norm (eflows, NMX-AA-159-SCFI-2012, ratified in 2017)—in strategic low-pressured for water use and high conservation importance river basins throughout the country. To date, 12 EWRs have been declared for up to 50 years, which encompass 295 river basins and ~55% of the national mean annual runoff (MAR). In this article, we conducted a quality evaluation of the EWRs established. First, the EWR level was analyzed against the MAR and according to wider hydrological conditions. The EWR fulfillment was evaluated by comparing the volumes enacted against the theoretical (Norm implementation). Our findings revealed that independently of individual and regional water use and conservation merits context, ~75% of the EWRs met theoretical volumes at least at an acceptable level, of which medians ranged from 24% to 73% MAR (natural parametrization and A–D environmental objectives). These outcomes prove the usefulness and consistency of the Mexican strategic hierarchical approach for eflow assessments. We aim for them to be considered as the baseline for future on-site eflow implementation and environmental water policy assessments, to show the nationwide potential benefits for protecting free-flowing rivers and to encourage a regional escalation of the strategy.
Antecedentes y Objetivos: Se presenta el primer listado florístico de las playas y dunas costeras de México, actualizado y respaldado por ejemplares de herbario.Métodos: Se revisaron 14 herbarios nacionales y extranjeros. Se sobrepuso una retícula de 2 × 2 km al mapa de la costa y de las dunas costeras de México para referir todos los registros que corresponden a 2180 sitios con 12,419 ejemplares de plantas. Se calcularon índices de diversidad, similitud, diversidad taxonómica y redundancia.Resultados clave: La flora registrada consta de 153 familias, 897 géneros y 2075 especies de plantas vasculares, las cuales representan 9.5% de la flora vascular de México. Las cinco colecciones con índices de redundancia altos IR≥0.7 son los herbarios de la Universidad Nacional Autónoma de México (MEXU, IR=0.9), del Centro de Investigación Científicas de Yucatán (CICY, IR=0.8), y los del Centro de Investigaciones Biológicas del Noroeste (HCIB), el Instituto de Ecología, A.C. (XAL) y el del Museo de Historia Natural de San Diego (SD), cada uno con un IR de 0.7. Se reconocen cinco regiones florísticas que corresponden a los mares de México. El Pacífico Norte tiene mayor diversidad taxonómica y el Pacífico Sur menor diversidad taxonómica. El Golfo de California, Golfo de México y Mar Caribe tienen diversidades taxonómicas similares. Las especies con más registros son Trianthema portulacastrum (165), Croton punctatus (107), Echites umbelllatus (106) e Ipomoea pes-caprae (90). Por el carácter de ecotono de las dunas costeras, la mayoría de las especies se comparten con los tipos de vegetación vecinos (selvas, matorrales, y humedales como las marismas y manglares).Conclusiones: Esta primera lista de la flora en playas y dunas de México es la base para múltiples estudios florísticos regionales y locales, biogeográficos, y ecológicos; además, que será importante para su uso en temas de impacto ambiental y manejo costero.
The ability of marshes and forested wetlands to provide environmental services (water retention in soil and carbon storage) was evaluated at three locations along the coast of Veracruz, Mexico. Hydro-periods were obtained for the different vegetation communities of marshes and forested wetlands. Total organic carbon contents were 26.2% in Pachira swamp, 23.1% in Ficus swamp and 11.2% in marsh soils. The largest values of hydraulically active pore space were observed for marshes (0.79 cm 3 cm -3 ), and the lowest in forested wetlands (0.57 cm 3 cm -3 ). Soil water holding capacity ranged from 556 to 834 L m -2 for swamp areas and from 687 to 880 L m -2 for marshes. The thickness of soil organic layers in the wetland studied had a major control on soil water storage. This suggests that a vast amount of rain water could be retained in the soil. The results indicate that both swamps and marshes play important roles in their capacities to retain water and sequester carbon, although there were no significant differences among them.Key words environmental services; freshwater wetlands; Ficus; hydro-periods; organic soils; Pachira aquatica; swamp; water storage capacity; Mexico Rétention de l'eau des sols et pools de carbone dans les régions tropicales humides boisées et les marais du Golfe du MexiqueRésumé La capacité des marais et zones humides boisées à fournir des services environnementaux (rétention d'eau dans le sol et stockage du carbone) a été évaluée pour trois sites de la côte de Veracruz, au Mexique. Des hydro-périodes ont été obtenues pour les différentes communautés végétales des marais et des zones humides boisées. Les teneurs en carbone organique total ont été de 26,2% dans le marais Pachira and Ficus are swamps, thus forested wetlands. I believe they are in french "humid boisées" Pachira, 23, 1% dans les marais Ficus et 11.2% dans les sols de marais. Les plus grandes valeurs de l'espace poreux hydrauliquement actif ont été observées pour les marais (0.79 cm 3 cm -3 ), et les plus faibles dans les zones humides boisées (0.57 cm 3 cm -3 ). La capacité de rétention en eau du sol varie de 556 à 834 L m -2 pour les zones marécageuses et de 687 à 880 L m -2 pour les marais. L'épaisseur des couches de sol organique dans les zones humides étudiées exerçe un contrôle majeur sur le stockage en eau du sol. Ceci suggère qu'une grande quantité d'eau de pluie pourrait être retenue dans le sol. Les résultats indiquent que les marécages et les marais jouent un rôle important dans leur capacité à retenir l'eau et à piéger le carbone, bien qu'il n'y ait aucune différence significative parmi eux.
Resumen. Pachira aquatica ha sido considerada históricamente como elemento acompañante de los manglares americanos de Rhizophora mangle, Avicennia germinans y Laguncularia racemosa. Esta especie posee semillas flotantes con grandes cotiledones y es criptovivípara. Desarrolla en el tallo contrafuertes y raíces adventicias. Soporta salinidades intersticiales de 8.4 ups y superficiales de más de 18.7 ups. En las planicies costeras donde la salinidad es baja, se mezcla con elementos de selva inundable, y donde la salinidad es mayor lo hace con especies de mangle. Sus semillas germinan en concentraciones de sal entre 0 y 9.2 ups. Se determinó el hidroperiodo de sitios de P. aquatica, el cual fluctúa entre 1.5 a −1 m con una inundación de 8-12 meses. El potencial redox del suelo varía entre 490 a −47 mV. Se elaboraron mapas de 2 lagunas costeras y un estero mostrando la distribución de los manglares y las selvas de P. aquatica alrededor de éstos. Con base en la información generada, se plantea considerar a P. aquatica como una especie de mangle de marea alta, y utilizar su distribución como límite de los manglares. Se sugiere que debe de ser considerada y protegida por las leyes mexicanas como una especie más de los manglares.Palabras clave: apompo, semillas criptovivíparas, distribución, gradiente de salinidad, mangle de marea alta, selva inundable.
