State policymakers wrestle with long-standing questions and concerns about how to best provide additional fiscal support to rural school districts to ensure their students have access to adequate educational opportunities. In this study, we describe how one state developed empirically based estimates for the additional cost of operating rural schools, typified by small enrollment and location in sparsely populated areas. The study’s findings clarify that school size and location are relevant, but distinct, cost factors that should be accounted for state school finance policies. Additionally, the study provides a model for how other states might leverage administrative data and apply education cost modeling to estimate cost differences for rural schools that can be used to inform state school finance policy.
This study was designed to assess the effects of states’ adoption of more rigorous standards as part of the current wave of standards-based reform on student achievement using comparative interrupted time series analyses based on state-level NAEP data from 1990 to 2017. Results show that the effects of adopting more rigorous standards on students’ mathematics achievement were generally small and not significant. The effects on students’ reading achievement were also generally small, but negative and statistically significant for Grade 4. The study also revealed that the effects of states’ adoption of more rigorous standards varied across NAEP subscales and student subgroups.
The COVID-19 pandemic is creating a crisis in state and local budgets, potentially leaving many schools to face budgetary declines even as they’ve had to transform the way they serve their students, particularly those who are most vulnerable. Bruce Baker, Mark Weber, and Drew Atchison offer four recommendations for mitigating the looming fiscal crisis. 1) Provide a robust federal aid package; 2) Consider tax increases; 3) Distribute state aid equitably; and 4) Cancel aid programs that favor affluent districts.
