Purporse: This study examined the urban policing paradox in Uganda with specific regard to how rapid urbanisation poses challenges for policing and urban peace enforcement in Kampala city. This study was to explore the crimes accompanying rapid urbanisation in Kampala city; examine the role of the Uganda Police Force in urban policing and peace enforcement in Kampala city; analyse the challenges of urban policing and peace enforcement in Kampala city and finally explore the current responses by the Uganda Police Force in enhancing urban peace enforcement in Kampala city. The study employed two theories:the social contract and broken windows. Methodology: Different materials and sources were used during data collection, which included documentary reviews, key informant interviews and focus group discussions. Findings: The study found out that Kampala city remains a vulnerable place to urban insecurity primarily due to an ever-increasing population, coupled with the challenges that hinder effective policing in the city. Tthe study revealed that the Uganda Police Force has made various milestones like the CCTV Cameras, forensics capabilities, 999 communication system, interagency cooeperation and community engagement in promoting peace and security in Kampala city. These are done through collaboration with other stakeholders such as development partners, security agencies, government ministries and agencies, local leaders and the community. The specialized directorates and units within the Uganda Police Force were operationalized to strengthen urban security in the wake of different security threats like terrorism. While the members of the Uganda Police Force perform their duties, they encounter challenges that affect their constitutional duties' performance. Nonetheless, the police has greatly worked towards strengthening peace and security in Kampala. This has been through improvement on the anti-crime infrastructure such as the use of CCTV cameras, finger printing of guns, counter terrorism, revival of the 999 system, among other interventions geared towards strengthening urban policing and peace enforcement in Kampala City.
Purpose: To examine the effects of natural disasters on development in Uganda. Methodology: The study adopted documentary review as a data collection technique in which data is gathered from reports from different sources, journals, magazines, newspapers, institutional archives, reports and articles which have data linked to the research being undertaken (Creswell, 2014). A documentary review checklist was employed to solicit data related to an examination of effects of natural disasters on development in Uganda from the Ministry of Disaster Preparedness and Refugees archives. This method was preferred by the researcher over other methods because was able to gain permission to access information from different department at the Ministry of Disaster and preparedness archives. In addition, using document analysis takes out the personal aspect of the effect a researcher might have on an individual during an interview. Findings: Epidemics have been the most important public health emergency in the districts of Uganda and neighboring countries. The situation has been worsened by the outbreak of COVID-19 being first reported in Wuhan, China in December 2019 (WHO, 2019). The most threatening epidemics in Uganda include Ebola, Marburg, Cholera HIV/AIDS and Malaria but the discussion on epidemics here will be limited to Ebola, Malaria and crop and animal diseases (Mullen et al, 2020). Floods and landslides are another type of natural disasters that affect development in Uganda leaving direct destruction or impacts on assets (Botzen et al, 2019). In addition, famine is the most dominant natural disasters Uganda faces from time to time despite having the necessary conditions for food security like fertile land and a favorable climate for agriculture as a large part of the population across the country fall victim to famine regularly (Government of Uganda, 2010). Disasters continue disrupting lives, livelihood and leaving adverse effects on individuals, communities, economies and even governments and ultimately affecting development. Unique Contribution to Theory, Practice and Policy: It’s therefore recommended that disaster management should focus on mitigation against identifiable Threats. The disaster management should also create more robust systems that can withstand a variety of known and unknown shocks. The specific objectives of this study were to explore the crimes accompanying rapid urbanisation in Kampala city; examine the role of the Uganda Police Force in urban policing and peace enforcement in Kampala city; analyse the challenges of urban policing and peace enforcement in Kampala city and finally explore the current responses by the Uganda Police Force in enhancing urban peace enforcement in Kampala city. Population increase in Kampala was found out to be leading to an exponential increase in the number of slums and informal settlements which breed criminality in the city. Among the common crimes were theft, drug abuse, forgery, domestic violence, murder, cybercrimes especially fordgery and terrorism. The relationship between crime and urbanization in Kampala city included an ever increasing population, informal settlements, inadequate planning, corruption and logistical challenges within the Uganda Police Force. However, the study revealed that the Uganda Police Force has made various milestones like the CCTV Cameras, forensics capabilities , 999 communication system, in promoting peace and security in Kampala city.
