The political language of radical nationalism, combined with the logic of justice as non-domination, has become hegemonic in the Hungarian press. The structural position and related discursive traditions of the country form the background against which migratory processes and their interpretations are examined in this article, making the analysis revealing also in regional terms. In the Hungarian case, alternative narrative frames and justice logics are linked to migration collapse in the face of a nationalist 'freedom fight' and efforts to create and preserve an ethnically and culturally homogenous nationand Europe.

Changes in perception and attitudes, of which we have had pronounced signs since the last session of the General Assembly suggest that we may be witnessing a transition, however slow or occasionally uncertain, towards a new pattern of relationships at the global level. The transition has the logic of necessity behind it. It is certainly justified by the insupportable cost and the incalculable dangers of a self-perpetuating arms race. It could derive support from the realization that security cannot be viewed in military terms alone nor does the application of military power resolve situations in traditionally expected ways. It is, or can be, propelled by the need for greater attention to the problems of economic modernization or to the social problems that economic growth has left untouched. It is evidenced by trends towards horizontal co-operation between States adhering to different social systems without prejudice to their political alignments. It would seem to respond to the multi-polarity of the world's economic power. All these factors, combined with the technological revolution and the sense of global interdependence, seem to call for radical adjustments of outlook on the part of the world's leadership. This article reconstructs the evolution of global governance through time, in a perspective organized around Karl Polanyi’s double movement. Starting from present-day global governance, the article reaches back in time to understand the different socially and historically contingent layers that have constituted it as a discourse and a set of practices. It argues based on the notion that global governance is a hegemonic discourse of world politics, and claims that it is so because it has become inclusive enough to accommodate both the “movement” and the “countermovement” in its cognitive and material structures. In this order of knowledge, the “healthy functioning” of the global economy always precedes the existence of prosperous societies, and comes before maintaining harmony in the ecosystem. This order sustains the active-reactive dynamics of the double movement and limits the possibilities of change in global governance.
