Las ciudades enfrentan fenómenos naturales y antropogénicos que ponen en riesgo constante el bienestar y la calidad de vida de sus habitantes. Actualmente, se ha apostado por la propuesta de “resiliencia urbana” como la solución a estas situaciones. Algunas ciudades mexicanas han desarrollado acciones para aumentar su resiliencia. Los espacios públicos representan una oportunidad de ello; Ciudad de México, Ciudad Juárez y Colima incluyen en sus estrategias de resiliencia la importancia de generar espacios seguros y resilientes. Esta investigación tiene el fin de ayudar a las ciudades mexicanas a aumentar su resiliencia y mejorar la calidad de vida de sus habitantes, desde la perspectiva del espacio público. Se enfoca en los espacios públicos de tipo abierto destinados para la recreación, el deporte y zonas verdes, como parques, jardines, plazas o zonas de esparcimiento. Este trabajo utiliza como fundamento los indicadores del modelo de medición de la resiliencia en espacios públicos, basado en el City Resilience Index. Se desarrolla con una revisión a los marcos legales, de planeación e instrumentales aplicados a los servicios urbanos descritos en los indicadores. Finalmente, se obtiene como resultado un listado de recomendaciones basadas en la política pública nacional. Se contribuye a la construcción de resiliencia en los espacios públicos mexicanos, ya que se identifica a los servicios urbanos necesarios y sus características. Se establecen como necesarios en espacios resilientes los servicios de suministro de energía, suministro de agua potable, saneamiento de aguas residuales, gestión de residuos, movilidad y telecomunicaciones.
El espacio público abierto del tipo parque lineal no se encuentra regulado en la normativa nacional mexicana; debido a ello resulta importante evaluar su diseño espacial a través de cuatro temáticas (accesibilidad, ambiental, mobiliario y seguridad), estableciendo las características necesarias para su evaluación a través de guías de observación. La muestra se conformó por tres espacios públicos de la ciudad de Colima (Paseo Turístico Río Colima, Santa Gertrudis y Ecoparque Manrique). Como resultado se obtuvo una similitud entre los jardines evaluados, posicionando al parque lineal Santa Gertrudis como el mejor evaluado en lo ambiental y la seguridad, a pesar de no contar con la intervención más reciente; además se identifican problemáticas relacionadas con el mantenimiento y seguridad de los espacios, por lo que esta evaluación brinda las pautas para propuestas de intervenciones futuras que ayuden así a generar espacios más seguros y accesibles para la población.
La ciudad histórica de Colima conserva el origen y desarrollo de la traza urbana del siglo XVI, con edificaciones de la época del siglo XIX y XX, determinadas por diversas circunstancias, preferentemente de origen natural, esto es que la afectación sísmica en la arquitectura de Colima ha sido contundente para la definición de las características constructivas y de imagen de su patrimonio histórico; es la arquitectura decimonónica y del siglo XX la que resistió y conformó la ciudad, tanto en el logro del mejoramiento de los materiales constructivos como en sus sistemas, la proporción de sus espacios y la altura igualmente se definieron a partir de las condiciones climáticas del lugar. Es la arquitectura y la ciudad que se conserva y que se enfrenta a nuevas crisis de la época contemporánea. De ahí se desprende este esquema de los factores de riesgo que afectan al estado y en específico al centro de la ciudad de Colima. Los factores de riesgo que inciden en el estado de Colima, los dividimos en dos tipos: 1) de origen natural, y 2) antropogénico. En el primero se incluyen aquellos eventos que provienen de la naturaleza y que por sus características e intensidad se consideran un riesgo para la ciudad e inclusive para sus habitantes. Los de afectación recurrente son los sismos (tectónico), huracanes y ciclones (hidrometeorológicos), inundaciones en puntos específicos de la ciudad y las erupciones y/o emanaciones de ceniza volcánica (por el volcán de fuego localizado al norte, entre los estados de Colima y Jalisco). Los de origen antropogénico, provocados por el ser humano como lo es la inseguridad, manifestaciones de grupos sociales y aquellas estimuladas por aspectos sociales y económicos, como la transformación del uso del suelo y el abandono de zonas específicas, considerada el área histórica una de las más afectadas en las últimas décadas. Se suman otras, derivadas de las últimas investigaciones dentro del cuerpo académico y de instancias públicas, como son la falta de abastecimiento de la energía eléctrica, el agua potable y la crisis económica.
La calidad de vida de los ciudadanos es un reflejo directo del acceso que tengan al equipamiento y los servicios urbanos; a este respecto, es de especial importancia el estudio de los centros de atención de emergencias (médicas, de seguridad, de protección civil y por los bomberos), por el tipo de servicio que brindan. El artículo mide la accesibilidad del equipamiento en términos de la distancia (radios de influencia) y el tiempo estimado hacia los espacios públicos abiertos de la ciudad de Colima, México, mediante el Sistema de Información Geográfica (SIG) QGis, creando mapas con radios de influencia concéntricos a cada kilómetro de distancia, para identificar su alcance. Los resultados muestran un patrón centralizado, mediante una o dos infraestructuras para cada servicio, pero dejando zonas vulnerables en las periferias ante situaciones emergentes; el sistema de seguridad es el único identificado con una sectorización urbana para una atención eficaz. Finalmente, se concluye la necesidad de reorganizar la estructura en el ámbito urbano, mediante centros de atención a menor escala que los actuales, pero que en conjunto den un servicio óptimo y completo al área urbana.
