The Pan-European eCall system recommended by the European Commission will be available in new vehicles starting in 2015. It will provide automated emergency call functionality for equipped vehicles using mobile communication. However, we show that the eCall's design has limitations. Therefore, we propose extensions for an emergency message dissemination system. We show that these extensions cannot easily be realized using the eCall's communication facilities and provide a concept using Car-to-Car (C2C) and Car-to-Infrastructure (C2I) communication. A prototypical implementation validates our concept to improve rescue information and to be more extensible with respect to the standard eCall.
