Saúde e ambiente nos seringais do Acre boliviano (1870-1903): o papel de fatores e processos exógenosHealth and environment in the rubber-tree plantations in the Bolivian Acre
Poor communities living in areas at high risk of flooding are often considered by authorities to be victims of their own "choice" in locating their dwellings in such areas. Instead of the government contributing to improving their resilience, the situation can become a way to justify the people's relocation to areas not susceptible to flooding. The dynamics of living in flood-prone areas are examined here in the context of the Baixada da Habitasa and Seis de Agosto districts in Rio Branco, Acre, Brazil. Analysis of documents and semi-structured interviews with managers and with inhabitants of the districts under study, obtained soon after the last flood (April/May 2014), provide the basis of this study. Situations where people face up to the floods and reject removal to temporary shelters (or the temporary payment of a monthly sum as rent) are explored. This resistance to relocation can be seen even when the state proposes their transfer to permanent housing.
O artigo que a seguir apresentamos foi elaborado visando discutir dois pontos capitais que estão devidamente relacionados: um, que retrata a forma de como foram utilizados os métodos de investigação em alguns trabalhos acadêmicos, produzidos para pesquisar a formação histórica do Acre, com especificidade para o período de 1970 a 1980, o qual representou um marco importante na produção econômica local, à medida em que houve uma “substituição” do extrativismo pela agropecuária, cujos reflexos se fizeram sentir na periferia das principais cidades acreanas – principalmente Rio Branco, a capital – já que a população expulsa do campo passou a ver nesses espaços urbanos uma das poucas possibilidades de manutenção de suas vidas; o outro, que procura demonstrar que é perfeitamente possível de se chegar a resultados diferentes se utilizando do mesmo método científico e perseguindo o mesmo objeto de investigação, sendo que no caso em questão tratamos da formação de parte da periferia da cidade de Rio Branco, evidenciando que os seus formadores (ex-seringueiros) utilizaram-se desses “bolsões de miséria” em formação como solução e não problemas, como preconizava a historiografia oficial.
