Poverty is still one of the forefront issues in developing countries. It could hamper the achievement ofsustainable development goals, thereby triggering a recurring call on the government's role in mitigatingpoverty. This paper contributed to the debate on the role of sectoral government spending under thefiscal decentralization policy to combat poverty. Using a case study in South Kalimantan Province, weemployed a spatial panel data analysis covering 13 districts from 2010-2020. This study investigated thepresence of spatial dependency on poverty and the spatial spillover impact of government expenditure—education, health, housing, public facilities, and social protection—on poverty. The research found theexistence of spatial autocorrelation on poverty and the significant high-cluster poverty in the agriculture-based region. The direct estimation from the Spatial Durbin Model uncovered that governmentexpenditure on education, health, and social protection significantly alleviated poverty, while housing andpublic facilities expenditure remained insignificant in reducing the poverty rate. Besides, educationspending also has a significant indirect effect on poverty, indicating the spatial spillover impact ofeducation spending by the neighbors on poverty in a region.
A integrated and sustainable development is oriented towards improving people's welfare. However, disparity and poverty are still issues of development. Infrastructure and a sustainable inclusive economy are the priorities of national policies to reduce regional and socio-economic disparities by increasing connectivity between regions. The purpose of the study is to identify the conditions that are necessary and sufficient in regional development through government spending and infrastructure and economic programs on poverty as an indicator of regional disparity. This study uses a qualitative and quantitative "mix method" approach with the "Qualitative Comparative Analysis" method using case data from 20 sub-districts in Banjarnegara Regency in 2013-2017. Poor families as "outcome" variables with village fund allocation, budget and infrastructure programs, economic programs and accessibility as casual variables. The results showed that most of the high poverty was in the northern region of Serayu River, while the southern region had higher accessibility. Within the district, based on the value of the consistency and coverage of the combination of variables, the infrastructure budget and economic program are necessary conditions and sufficient in the result of the reduction in the number of poor families. Other variables need but do not have an effect on reducing poverty. The conditions that need to be in place for the reduction of poor families in the southern region are the budget and infrastructure programs, while the northern region is the allocation of village funds and economic programs.Abstraksi. Pembangunan secara terpadu dan berkesinambunga berorientasi pada peningkatan kesejahteraan rakyat. Sampai saat ini, disparitas dan kemiskinan masih menjadi permasalahan pembangunan. Infrastruktur dan ekonomi inklusif yang berkelanjutan menjadi prioritas kebijakan nasional untuk mengurangi kesenjangan wilayah serta sosial ekonomi dengan meningkatkan konektivitas antar wilayah. Tujuan penelitian adalah mengidentifikasi kondisi yang diperlukan dan mencukupi pada pembangunan daerah melalui belanja pemerintah dan program infrastruktur serta ekonomi terhadap kemiskinan sebagai indikator disparitas wilayah. This paper evaluates planners’ capacity to influence the plan-making process where it often involves actors and institutions with various interests. Relegating planners’ roles by providing mere technical inputs to those who seek advice would not alleviate spatial imbalance and unequal power structure embedded in the community. Planners should be reflexive and accountable, as it will lead them to aspire to a contested ideal rather than to simply optimize the current system in which they are in. Drawing from our experience in reviewing regional spatial plan of Kabupaten Mappi, providing an alternative approach to current development strategies would help balancing the local community’s power structure. Planners should master the politics of planning as it would help them influence the decision-making process.
<em>Desa Mola merupakan salah satu permukiman suku Bajo yang berada di Kepulauan Wakatobi yang memiliki kepadatan cukup tinggi dan berada di pesisir Mandati yang merupakan bagian dari kawasan perkotaan Wangi-Wangi. Perkembangannya permukiman suku Bajo di Desa Mola yang cukup pesat dikhawatirkan akan menciptakan konflik antara masyarakat yang ada di darat dengan suku bajo terkait pemanfaatan laut sebagai tempat bermukim yang di tuding menguntungkan pihak suku Bajo. Penelitian ini bertujuan untuk mengetahui seperti apa strategi bermukim suku Bajo di Desa Mola yang merupakan wilayah adat orang darat dan apakah strategi tersebut berpotensi menghasilkan konflik. Penelitian ini menggunakan metode induktif-kualitatif dengan pendekatan fenomenologi yang dalam tahapannya melalui proses grandtour, wawancara mendalam di Desa Mola. Analisa data dilakukan dengan cara kualitatif untuk menjelaskan fenomena yang terjadi terkait ruang, kegiatan dan pelaku yang ada di Desa Mola. Hasil dari penelitian ini menunjukan bahwa strategi suku Bajo dalam bermukim yaitu melalui tata kelola lahan di laut yang diatur oleh lembaga adat Sara Mandati sebagai perwakilan masyarakat yang ada di darat melalui pemberian izin dan rekomendasi terhadap kepemilikan lahan dan pembangunan di laut serta adanya pemberian sanksi terhadap pelanggaran dilakukan. Selain itu Pengelolaan terhadap pemanfataan laut sebagai tempat bermukim suku Bajo oleh Sara Mandati tidak berpotensi menghasilkan konflik karena adanya ikatan sejarah serta adanya hubungan kelembagaan.</em>
Pencapaian target SDG's penyediaan akses air minum bagi seluruh masyarakat membutuhkan usaha dan kerja keras dari pemerintah. Beberapa program pembangunan infrastruktur air minum telah diluncurkan oleh pemerintah guna memenuhi kebutuhan layanan dasar bagi masyarakat khususnya pada wilayah perdesaan. Namun dalam perkembangan pasa konstruksi, SPAM Desa terbangun mengalami perkembangan yang berbeda-beda. Penelitian ini bertujuan untuk mengetahui keberlanjutan penyediaan air minum pedesaan berbasis masyarakat dan faktor--faktor yang mempengaruhi keberlanjutan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Hasil penelitian menunjukkan bahwa penyediaan air minum pedesaan dengan pendekatan berbasis masyarakat mempunyai keberlanjutan yang berbeda-beda. Desa dengan keberlanjutan pada aspek sosial, keuangan, lingkungan dan kelembagaan mempunyai tingkat keberlanjutan yang sangat baik sedangkan desa dengan keberlanjutan hanya pada salah satu aspek saja menpunyai tingkat keberlanjutan yang rendah. Keberlanjutan SPAM Desa sangat dipengaruhi oleh modal sosial dan modal manusia yang dimiliki. Faktor modal sosial yang mempengaruhi berupa jaringan hubungan sosial yang kuat, kepercayaan, dan norma aturan, sedangkan faktor modal manusia yang berpengaruh berupa motivasi, komitmen, efektifitas tim kerja dan kepemimpinan
