Independent Village as a dream of the ideals of National Development, so far it has faced many obstacles. The Social and Economic Sector is one of the many factors faced in the village. In the economic sector, there are still many people who are below the poverty line. Data from BPS (Central Statistics Agency) in 2017 there were 26.58 million people or 10.12% of Indonesia’s population below the poverty line. Meanwhile, in the social sector, the nature of mutual cooperation has begun to fade among rural communities. One of the efforts that can alleviate poverty and increase economic growth in rural areas is the existence of BUMDes in the Labang Bangkalan District, Madura, which is spread over 3 villages. There are 3 active BUMDes in the Labang sub-district, namely in Labang, Sukolilo Barat and Bunaji villages. To improve the village economy, there are two approaches that can be taken: a) Community needs in making changes. b) Political will and the ability of the village government together with the community in implementing the plans that have been prepared (Rutiadi, 2001 in Bachrein, 2010) This study aims to see the appropriate partnership model between BUMDes and Microfinance Institutions in improving the tourism and creative economy sectors in Labang sub-district.
Based on the previous research, it is known that the micro-enterprises in Bunder, Pademawu, Pamekasan, do not yet have a business license. Moreover, since 2021 there has been a new licensing regulation known as a risk-based permit, so it is necessary to provide literacy on norms, standards, procedures, and criteria in obtaining such permits. In addition, the products of this micro-enterprises do not yet have a trademark. To help overcome these problems, socialization was carried out to micro business actors. The socialization is related to risk-based business licensing and intellectual property rights-based product registration. This activity consists of identifying potentials and problems as well as licensing and trademark socialization activities. This socialization was carried out at the Bunder Village Hall, attended by about 25 micro-enterprises and attended by employees of the Cooperatives and Micro Business Office, Village Heads and Apparatus, as well as BUMDes Management. At the end of the socialization activity, assistance is provided to micro-enterprises so that they can register for a license to obtain a Business Identification Number and micro business actors obtain proof of trademark registration at the Ministry of Law and Human Rights.
Praktik pemberian uang kembalian sisa belanja dengan barang dagangan (baca: permen) kerap terjadi pada konsumen yang berakibat pada tidak terpenuhinya hak-hak konsumen. Pelaku usaha beralasan bahwa pemberian uang sisa belanja dengan barang dagangan dilakukan karena tidak tersedianya nominal uang kecil. Penelitian ini merupakan penelitian empiris yang mengkaji implementasi Peraturan Daerah Kabupaten Tulungagung Nomor 1 Tahun 2018 tentang Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan di Wilayah Kecamatan Kedungwaru, Kabupaten Tulungagung. Melalui pendekatan faktadengan melakukan wawancara secara langsung di lapangan, serta telaah bahan hukum sebagai data sekunder, kemudian dianalisis dan didiskripsikan menjadi jawaban atasisu hukum dalam penelitian ini. Hasil penelitian menunjukkan bahwa pemberian uang sisa belanja dalam bentuk barang dagangan di Kecamatan Kedungwaru, Kabupaten Tulungagung telah melanggar hak-hak konsumen, sesuai dengan ketentuan Undang-Undang Perlindungan Konsumen Pasal 4 dan 15 dan Pasal 42 huruf (g), Peraturan Daerah Kabupaten Tulungagung Nomor 1 Tahun 2018 tentang Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan dan Pasal 2 Undang-Undang Nomor 23 Tahun 1999 tentang Bank Indonesia, serta Pasal 21 Undang-Undang Nomor 7 Tahun 2011 tentang Mata Uang dan dibutuhkan adanya ketegasan sanksi bagi pelaku usaha yang masih melakukan pelanggaran terhadap peraturan terkait.
