Pandemi sürecinde ortaya çıkan Vefa Sosyal Destek Grupları hem (sosyal) medyada hem de literatürde çoğunlukla sosyal dayanışma ve yardımlaşma üzerinden gündeme gelmektedir. Vefa gruplarının kamu idaresi koordinasyonunda faaliyet göstermesi ise faaliyetlerinin niteliği konusunda kafa karışıklığına sebep olmaktadır. Kimi zaman bir yardımlaşma pratiği ya da sorumluluk hareketi olarak kavramsallaştırılan Vefa grupları, bazen de tabandan örgütlenme pratiğine uygun bir yönetişim uygulaması ve/ya sosyal hizmet faaliyeti olarak da karşımıza çıkmaktadır. Bu çalışma, Vefa Sosyal Destek Gruplarının niteliğini ve nasıl kavramsallaştırılması gerektiğini tartışmaya açarak literatüre katkı yapmayı hedeflemektedir. Vefa Sosyal Destek Gruplarını kamusal bir aktör olarak tanımlayan bu çalışma, faaliyetlerini de salgın sürecinde sokağa çıkmalarının kısıtlanmasıyla temel ihtiyaçlarının sağlanması noktasında mağduriyet yaşayan vatandaşlara yönelik sunulan kamu hizmeti olarak kavramsallaştırmaktadır. Vefa gruplarının hizmetlerinin son dönemde sosyolojik açıdan üzerinde durulan ‘hastalık’ ve ‘yaşlılık’ üzerinden organize edilmesi, pandemi sürecinde dezavantajlı grupların yeniden tanımlanması ve bu gruplara yönelik ilgili kamu hizmetlerinin belirlenmesinde önemlidir. Çalışmanın ikinci kısmında söz konusu kamu hizmetine yönelik vatandaş memnuniyet anketi gerçekleştirilmiştir. Vatandaş memnuniyeti bağlamında (1) Vefa Sosyal Destek Gruplarının doğrudan hizmet sunduğu vatandaşların (2) bu faaliyetlerden yararlanmamış vatandaşların ve (3) Vefa Sosyal Destek Gruplarında yer almış kamu personelinin ilgili hizmete yönelik algıları ayrı ayrı değerlendirilmektedir.
