Göçler tarih boyunca dinamik olarak yaĢanan, toplumları farklı seviyelerde etkileyen ve ülkelerin sosyoekonomik kalkınması üzerinde olumsuz izler bırakan yer değiĢimleridir. Bu çalıĢmada; toplumların geliĢmesi ve sosyoekonomik kalkınma üzerindeki olumsuz etkilerinin giderilebilmesi için göçlerin azaltılmasının gerekliliği ve ülkenin dengeli bir Ģekilde geliĢebilmesi için bölgesel kalkınmanın güçlendirilmesinin önemi üzerinde durulmuĢtur. ÇalıĢmanın amacı; göçlerin sosyoekonomik geliĢme ve kalkınma üzerindeki etkilerini ortaya koymak ve bu üç kavram arasındaki etkileĢimi açıklamaktır. Yöntem olarak teorik veriler, saha çalıĢmaları, gözlemler ve alandaki tespitlerden yararlanılmıĢtır. Türkiye"de yaĢanan göç hareketlilikleri ve bu göçlerin ülkenin kalkınması ve geliĢmesi üzerindeki etkileri üzerinde durulmuĢtur. Ġnsanların çeĢitli sebeplerle göç etmek zorunda kalması ve belli bölgelere yoğunlaĢması ülkenin imkân ve fırsatlarının yeterince kullanılmasını engellemekte ve bölgesel farklılıkları doğurmaktadır. DıĢ göçler, iĢgücü göçü ve beyin göçü yoluyla beĢerî sermayenin ülkenin kalkınmasına yönelik kullanımını önlemektedir. YerleĢik düzenin dinamik bir yapıda olması ve göç sirkülasyonlarının yoğun olması ülkenin sosyoekonomik geliĢme ve kalkınmasını yavaĢlatmaktadır. Ülkenin sağlıklı bir Ģekilde geliĢebilmesi için iç ve dıĢ göçün önlenmesi veya azaltılması gerekmektedir. Hizmet ve yatırımları ülke geneline dengeli dağıtmak göç hareketlerini yavaĢlatacak ve insanların yaĢadığı bölgeleri sahiplenmesini sağlayacaktır. Ġnsanların hizmetlerin bulunduğu yerlere yoğunlaĢmasına zemin oluĢturmak yerine hizmetleri insanların ayağına götürmek göçlerin azalmasını sağlayacak ve kalkınmayı güçlendirecektir. Göç hareketleri daha çok bölgesel imkanların yetersizliğinden kaynaklanmaktadır. Daha verimli eğitim ve sağlık hizmetine eriĢim beklentisi, güvenlik, iĢ ve istihdam olanaklarının yetersizliği gibi göç etmeye sebep olan etmenlerin bölgesel düzeyde iyileĢtirilmesinin ve bu sorunların çözümü için uygulanabilir kalıcı politikalar üretilmesinin insanların kolay yer değiĢtirmesini önleyeceği ve ülkenin dengeli kalkınmasını sağlayacağı düĢünülmektedir.
Kentsel yoksulluğun, mekânsal ayrışmanın ve bunlara bağlı olarak sosyal dışlanmanın yoğun olduğu mekânlarda yaşanan sosyal sorunlar bu çalışmanın kapsamını oluşturmaktadır. Çalışmanın amacı; öteki mekânlardaki insanlarının yaşadıkları sosyal sorunları ortaya koymak ve bu sorunları sosyal politika bakış açısıyla değerlendirmektir. Nitel araştırma yöntemine uygun olarak Web of Science Core Collection endekslerinde taranan öteki mekân çalışmalarında, yoksulluk, kent yoksulluğu, sosyal dışlanma, sosyal içerme ve sosyal politika anahtar kelimelerinin başlıklarında yer aldığı, son on yılda yayımlanan 42 makale derlenerek sosyal hizmet ve sosyal politika perspektifiyle içerik analizine tabi tutulmuştur. Yapılan analiz sonucunda slum, ghetto, squatter, favela, banliyö ve gecekondu gibi öteki mekânlarda rastlanan başlıca sorunların; kentsel yoksulluk, temel ihtiyaçların karşılanamaması, barınma ve altyapı hizmetlerinden yoksunluk, eşitsizlik, gecekondu turizmi, yoksulluğun temsili, sosyal dışlanma, toplumsal sapma ve toplumsal cinsiyet ayrımcılığı olduğu bulunmuştur. Bu sosyal sorunların çözülebilmesi ve sosyal bütünleşmenin, sosyal gelişmenin sağlanabilmesi için sosyal hizmet uygulamalarına ve uygulanabilir sosyal politika önerilerine ihtiyaç duyulmaktadır
