Stedelijk metabolisme' vindt als concept steeds meer zijn weg naar de stedenbouwkundige praktijk in België en Nederland. Hoewel dit begrip zelf ongedefinieerd lijkt te zijn in de praktijk en geproblematiseerd wordt in de academische wereld, blijft de vraag hoe het concept nieuwe toepassingen en perspectieven creëert. In dit themanummer gaan we op zoek naar de tastbare praktijken die het stedelijk metabolisme vormgeven en de definitie ervan beïnvloeden.
Dikwijls wordt de verspreide verstedelijking in België gezien als het resultaat van een volgehouden keuze om het hele territorium te betrekken in een weinig gedifferentieerd industrialisatiebeleid. Vanaf het midden van de 19de eeuw zijn overal in het land infrastructurele werken zoals de aanleg van spoorwegen, kanalen, woonwijken, nutssystemen en bedrijfsterreinen uitgevoerd. Samen met de implementatie van de nodige andere ruimtelijke, wettelijke en institutionele omkadering maakte dit al vroeg een industriële economie in België mogelijk. Na verloop van tijd ontstond er zo een zeer diffuus territorium waarin het wel lijkt dat op elke plaats zowat alles kan: de befaamde Belgische 'nevelstad'.Het spreiden van mensen en middelen was een belangrijk onderdeel van dit beleid. Toch is deze ruimtelijke strategie niet helemaal te vereenzelvigen met de industrialisatiepolitiek. De logica achter de spreidingsstrategie gaat immers ook op buiten de industriële economie, iets wat vele voorbeelden uit de laatste honderd jaar telkens weer aantonen. De manier waarop het territorium wordt georganiseerd geeft ruimte aan veel meer dan industrie alleen. Het lijkt daarom juister om het ontstaan van de nevelstad te vatten als de uitkomst van een verstedelijkingsproces. Begrepen vanuit een dergelijk verstedelijkingsperspectief tekenen zich nieuwe inzichten af over die ontstaansgeschiedenis. Met de geschiedenis van de elektriciteit in België als leidraad verkent dit artikel deze inzichten en de toekomstperspectieven die ze scheppen voor de verdere ordening van de nevelstad.
Spreiden als industrialiseringspolitiekAls reden voor de spreidingspolitiek wordt vaak aangehaald dat de Belgische politici situaties wilden vermijden zoals in de arbeiderswijken van industriële grootsteden als Londen, Manchester of Parijs, waar de armoede welig tierde en de hygiëne vaak te wensen overliet. Dat dit tegelijkertijd het in deze wijken oprukkende socialisme enigszins beteugelde was voor de liberale en katholieke elite mooi meegenomen -al verkozen ook vele socialisten het platteland als geïdealiseerde tuinstad boven de uitbuiting in de ongezonde en immorele stad.Ruimtelijk wordt België vaak beschouwd als één grote chaos. Eén van de grote oorzaken daarvan zou een industrialiseringspolitiek zijn die mensen en activiteiten over het hele territorium spreidde. Aan de hand van de elektriciteitsgeschiedenis van België wordt dit beeld genuanceerd. Na verloop van tijd is er wel degelijk sprake van een verstedelijkingslogica die zich vastzet op het Belgisch territorium, los van de industrialisatie. Deze heeft weliswaar zijn eigen karakteristieken en uitdagingen, maar biedt zeker ook kansen.
