OBJECTIVE This study aims to verify the adequacy profile of the cities of the State of Rio Grande do Sul, Brazil, in relation to the purchase of products of family farming by the Programa Nacional de Alimentação Escolar (PNAE - National Program of School Meals).METHODS This is a quantitative descriptive study, with secondary data analysis (public calls-to-bid). The sample consisted of approximately 10% (n = 52) of the cities in the State, establishing a representation by mesoregion and size of the population. We have assessed the percentage of food purchased from family farming, as well as the type of product, requirements of frequency, delivery points, and presence of prices in 114 notices of public calls-to-bid, in 2013.RESULTS Of the cities analyzed, 71.2% (n = 37) reached 30% of food purchased from family farming. Most public calls-to-bid demanded both products of plant (90.4%; n = 103) and animal origin (79.8%; n = 91). Regarding the degree of processing, fresh products appeared in 92.1% (n = 105) of the public calls-to-bid. In relation to the delivery of products, centralized (49.1%; n = 56) and weekly deliveries (47.4%; n = 54) were the most described. Only 60% (n = 68) of the public calls-to-bid contained the price of products.CONCLUSIONS Most of the cities analyzed have fulfilled what is determined by the legislation of the PNAE. We have found in the public calls-to-bid a wide variety of food, both of plant and animal origin, and most of it is fresh. In relation to the delivery of the products, the centralized and weekly options prevailed.
O Programa Nacional de Alimentação Escolar (PNAE) é uma iniciativa que busca ampliar a oferta de alimentos para a comunidade escolar concomitantemente à valorização e ao apoio à agricultura familiar. A partir disso, o presente estudo teve como objetivo diagnosticar, de forma qualitativa, este programa federal como um mercado institucional, abrangendo oito municípios do Estado do Rio Grande do Sul: Carazinho, Pelotas, São Gabriel, Herval. Cerrito, Gramado, Porto Alegre e Caxias do Sul. Os dados foram obtidos mediante entrevistas com os gestores/nutricionistas, membros do Conselho de Alimentação Escolar (CAE), agricultores e técnicos de extensão rural. Os resultados demonstraram o efetivo funcionamento do PNAE, destacando as suas principais potencialidades e limitações no que se refere à comunicação entre os setores envolvidos na aquisição, cumprimento da lei e avanços e conquistas nestes municípios, tanto pelos membros da comunidade escolar como também pelos agricultores que participam do programa. Constatou-se que nesses municípios o PNAE está alcançando seus objetivos legais com algumas vicissitudes, mas procurando favorecer os produtores e os consumidores de gêneros alimentícios oriundos da agricultura familiar. Alguns aspectos observados se relacionam às exigências fitossanitárias, às chamadas públicas, as quais exigem melhor compreensão e comunicação entre gestores, técnicos e agricultores para o cumprimento efetivo da lei. Pode-se afirmar que este mercado institucional é uma grande oportunidade para a agricultura familiar, embora alguns aspectos devam ajustar-se de modo a atingir os objetivos propostos pelo programa.

Nas sociedades atuais cresce a preocupação com a qualidade dos alimentos e a segurança alimentar. A presente experiência de extensão foi realizada em Frederico Westphalen – RS, na Escola Municipal Giusto Damo, o qual teve por objetivo incentivar uma alimentação saudável nos primeiros momentos de vida social e concomitantemente ao fomento da produção agroecológica como fatores de importância para a saúde. Nas atividades realizadas buscou-se transmitir informações e aprendizados sobre a importância do consumo de alimentos saldáveis. Os resultados da intervenção demonstraram que a comunidade escolar está ciente da importância de praticar uma alimentação saudável.
