El artículo presenta una revisión de los estudios sobre los sistemas presidenciales generados desde 1990 después de las críticas de Juan Linz. Clasificamos y ordenamos la literatura haciendo énfasis en las limitaciones del nuevo institucionalismo en tres categorías: i) trabajos centrados en las instituciones formales, ii) explicaciones espaciales iii) investigaciones basadas en instituciones informales. Mostramos un cambio en la variable dependiente en las explicaciones del comportamiento del sistema presidencial: del análisis de los quiebres democráticos a la inestabilidad de los gobiernos democráticos.
Resumen La literatura ha asumido que los grupos de interés actúan como actores externos al Congreso y que influyen en la toma decisiones mediante intercambios políticos o persuasión. Sin embargo, aquí mostramos que los grupos de interés están representados en el Congreso mexicano. Este trabajo analiza las carreras de 1500 diputados para explorar la relación entre partidos políticos y grupos de interés. Teóricamente sostenemos que los partidos políticos dan acceso a grupos de interés que aumentan sus probabilidades de éxito y que son cercanos a sus políticas preferidas. Los resultados muestran una estrecha relación entre los grupos empresariales y los partidos de derecha, en especial el Partido Acción Nacional, y que hay mayores probabilidades de acceso para los grupos empresariales en el Partido Revolucionario Institucional (pri) y el Partido Verde Ecologista de México. En contraste, los grupos sindicales y civiles son representados por partidos de izquierda y el pri.
Resumen El concepto grupo de interés se utiliza para referirse a actores muy diversos, lo que evita la comparación de resultados entre investigaciones. Así pues, se enfrenta un problema de acumulación que proviene de complicaciones en la definición de conceptos básicos. En este trabajo se comparan los usos del concepto grupo de interés analizando las ventajas, limitaciones e implicaciones empíricas de cada caso. Al final se propone identificar los elementos centrales de dicho concepto, lo que ayuda a solucionar el problema de acumulación.
La discusión sobre las causas de los giros a la izquierda y a la derecha en América Latina es extensa y ha multiplicado los estudios electorales comparados en la región. Sin embargo, debido a que se les analiza de forma aislada, su contribución para entender por qué la gente vota por las opciones de uno u otro lado del espectro ideológico es reducida. En este trabajo examinamos el voto ideológico de los latinoamericanos entre 1996 y 2016, y encontramos que las posiciones a favor o en contra de Estados Unidos y la ideología de los votantes son los principales factores que lo explican, aunque también tienen importancia la clase social, la confianza en las instituciones políticas, la ideología del gobierno en funciones y el sexo del votante. La pertenencia indígena favorece el voto por las opciones de izquierda cuando previamente se ha politizado ese división. No obstante, existen variaciones nacionales muy grandes respecto a las tendencias regionales, lo que evidencia la heterogeneidad de la región.
ResumenLa elección social y elección pública son teorías con supuestos compartidos. No obstante, cada una de ellas ofrece respuestas distintas al problema de inestabilidad en la toma de decisiones. En este trabajo se clarifican las similitudes y diferencias entre estas dos teorías. La elección social asume una situación de agregación de preferencias individuales, en donde los individuos tienen preferencias ordinales preestablecidas y donde los actores no interactúan entre sí. En cambio, la elección pública sostiene que las decisiones políticas son resultados de interacción, especialmente de intercambios entre los actores políticos que valoran los temas con distintas intensidades.Palabras clave: elección social, elección pública, logrolling, teorema de la imposibilidad, teorema del votante mediano, equilibrio estructuralmente inducido.
