El segundo capítulo del plan estratégico pretende referenciar algunos casos exitosos que se han dado en la agricultura teniendo como principal enfoque, la inclusión de conocimientos y desarrollos tecnológicos en sus procesos productivos. La idea es poder identificar las estrategias y alternativas que utilizaron estos países para que hoy en día estén catalogados como casos exitosos del sector frutícola. Por lo general, dicha distinción se les hace a los países que logran incorporar conocimientos, en forma de innovaciones a la cadena productiva, alcanzando un nuevo estadío de desarrollo tecnológico e institucional que les permite incrementar la producción frutícola significativamente en periodos de tiempo prolongados.Uno de los casos exitosos más documentados en la región es el chileno, quienes desde el año 2005 tomaron la decisión de apostarle al sector frutícola como política nacional productiva, invirtiendo una gran cantidad de recursos en centros de investigación y desarrollo tecnológico que les permitiera generar innovaciones en toda la cadena productiva. Algunos de los resultados más representativos de Chile tienen que ver con el posicionamiento como un líder mundial en la exportación de frutas como kiwi, palta y uva de mesa, siendo esta última la especie que representa el 21,85% de la superficie frutícola del país en mención.Por otro lado, se presenta información sobre el caso del cacao en México y especialmente del CASFA (Centro Agroecológico San Francisco de Asís) quienes producen cerca del 3% del cacao en ese país y exportan alrededor de 100 toneladas de cacao fino de aroma al año. El éxito de CASFA se basa en las innovaciones que han logrado desarrollar en sus sistemas productivos, promoviendo la sostenibilidad de los recursos, conservación de la biodiversidad y utilización de insumos que permiten mayores niveles de productividad y por tanto mayores ingresos.Por último, se presenta literatura sobre índices de medición y monitoreos de la competitividad en el sector de frutas frescas desde diferentes enfoques, por ejemplo, el primero de ellos es el Hertford y García (2001) quienes desarrollan un indicador para ranquear la competitividad que tienen las empresas del sector agrícola.
Este capítulo comienza con el estudio de referenciamiento competitivo en donde se muestran algunos datos sobre los niveles de producción y comercialización mundial del aguacate, en este sentido, por ejemplo, se evidencia que México, República Dominicana y Perú son los líderes en términos de producción de aguacate en el mundo. En términos de productividad, el líder mundial es República Dominicana con una producción que supera las 40 toneladas por hectárea cosechada, siendo este promedio muy superior al del resto de países, seguido por Kenia y Brasil con más de 16 toneladas por hectárea. Las exportaciones de aguacate son lideradas por México y Perú. Se toma a México como referente competitivo y se estudia el valor que tiene la fruta dentro de la economía, su comercialización, la composición de su cadena productiva y algunos aspectos sobre investigaciones realizadas por ese país.El estudio de vigilancia tecnológica comienza con los países que más patentes tienen registradas, siendo México, España y Argentina. Más adelante se señalan las principales investigaciones y desarrollos tecnológicos del aguacate a nivel mundial, haciendo especial énfasis en las ciencias agrícolas y biológicas, ciencias medioambiental y ciencias de la tierra y planetarias. Posteriormente, se destacan las principales tendencias tecnológicas y finalmente se desarrolla un apartado con los principales aspectos a mejorar en términos de ciencia y tecnología para los cultivos de aguacate.En el estudio de inteligencia económica se observa que el Valle del Cauca ocupa el tercer lugar en términos de exportación de aguacate para el año 2019, siendo el primero Antioquia y el segundo Risaralda. Las principales empresas exportadoras del departamento vallecaucano son Pacific Fruits International S.A.S. y Frutales Las Lajas S.A. la primera con una participación del 73% y la segunda con una participación del 8% sobre el total de exportaciones de la región.
