<p>El presente ensayo propone una aproximación analítica a la relación funcional que ha guardado el Estado con la iniciativa privada y con la sociedad en México, utilizando la seguridad social como eje de articulación. El estudio plantea la existencia de dos periodos en la dinámica de esta relación, la etapa de bienestar y la de poliarquía. El texto enfatiza la forma en que el Estado mexicano ha buscado conseguir legitimidad frente a la sociedad y a las empresas a través del ejercicio de valores y prácticas democráticas que se traducen en distintos modelos de aseguramiento. Este trabajo se compone de tres segmentos. En el primero, se estudia el origen del aseguramiento estatal y la forma en que se llevó a la práctica a través del régimen presidencial. Posteriormente, se examinan las transformaciones neoliberales y los impactos de éstas en la mecánica de la seguridad social. Por último, se expone un análisis basado en datos empíricos enfocado hacia la obtención de conclusiones en torno a la protección médica de los ciudadanos mexicanos ante el riesgo utilizando como categorías de análisis el porcentaje de la población cubierta en términos de salud y la igualdad de oportunidades para acceder a los servicios de salud.</p>
