The subcontracting and delocalization of productive activities that characterize the global capitalist economy are an attempt to reduce costs and exempt corporations from their responsibilities to labor by delegating production to other companies, regions, and countries and even to the workers themselves. Latin America is a prime destination for this corporate outsourcing. Outsourcing has increased deregulation and labor flexibility and introduced a model of high labor turnover and transience that creates fragmentation and precarious employment in the working class. La subcontratación y la deslocalización de actividades productivas que caracterizan a la economía capitalista mundial son un intento de reducir costos y eximir a las empresas de sus responsabilidades, delegando los procesos de producción a otras empresas, regiones y países, e incluso los mismos trabajadores. Latinoamérica es un destino principal para la externalización de las empresas. La externalización ha aumentado la desregulación y la flexibilización laboral e introdujo un modelo de rotación de mano de obra y la transitoriedad que crea la creciente fragmentación y el empleo precario entre la clase obrera.
En Estados Unidos, la pandemia por covid-19 tiene un claro componente de clase y étnico-racial. Sabemos que el virus puede contagiar a cualquier individuo. Sin embargo, también sabemos que la probabilidad de ser contagiado, y los efectos que ese contagio pueden tener en la salud y muerte de la persona varían sustancialmente según condiciones sociales, políticas, demográficas y económicas. Considerando el contexto de racialización de las desigualdades sociales en Estados Unidos, en este artículo analizamos la vulnerabilidad de los migrantes y minorías étnicoraciales frente a la pandemia, desde dos de sus manifestaciones. Por un lado, a partir de la desigualdad social y étnico-demográfica frente a los impactos de la pandemia en las condiciones de salud, enfermedad y muerte de las poblaciones; y, por otro lado, los impactos que la crisis económica ha provocado en la situación laboral y ocupacional de los colectivos migrantes en Estados Unidos.
This article describes the structural characteristics and socioeconomic effects of the neoliberal model that was implemented in Mexico at the beginning of the 1980s. Employment conditions, informal and precarious labor, and poverty generated by neoliberalism are analyzed. The article examines how the economic crisis has been dealt with through macroeconomic policies and social development by the Mexican Government. The characteristics of the public welfare system and the social policies that have been used during this neoliberal period are scrutinized. The program Oportunidades (Opportunities) as the primary national effort made by the government to combat extreme poverty is examined in detail. It has a social policy focus and is assistance-based which has yielded public financing at a high cost with limited poverty reduction. It is proposed that there are intrinsic limitations to these kinds of policy, leading to an increase in fragmented and ineffectual programs.
Discapacidad es la pérdida o disminución de aptitudes o habilidades físicas, mentales o sensoriales, derivadas de alguna deficiencia fisiológica, anató- mica o psicológica, que limita, dificulta o impide la realización de actividades cotidianas. En ambientes adversos y ante la falta de oportunidades puede arribarse a situaciones de minusvalía social, lo cual obliga a repensar, desde las ciencias sociales, las situaciones de exclusión, discriminación y maltrato hacia esta población. Se busca hacer efectivos sus derechos, pasando de la ideología del déficit al paradigma de la diferencia.
The U.S. hegemony crisis is partly economic and social, derived from the failure of neoliberalism as an alternative to the accumulation crisis and its social consequences; but it is, above all, the result of changes brought about in power structures. This hegemony crisis could be understood as the loss or depletion of the economic structure, the political organization, and the ideological orientation instruments created after World War II, which are necessary to maintain a stable world order. Marco Gandásegui, founding leader of the CLACSO “United States Studies” Working Group (WG), assumed this crisis as a result of a “global” phenomenon. However, in his internal determinations related to the American power structure, he stressed its changes in the context of “neoliberal globalization.” He interrogated the ability, or lack thereof, of the American capitalist class or internal bourgeoisie to tackle the crisis, in a context of disarticulation and weakening of the working class.
The 1970s saw important changes in the dynamics of global capitalist domination. On the one hand, new geopolitical players arrived on the international scene. On the other, the circumstances that drove developed countries to a crisis of accumulation fostered the restructuring of production and distribution, establishing new patterns in labor organization and practice. Since then, the hegemony of the United States has been increasingly threatened. Additionally, the internal economic effects of the new labor model have eroded the tenets of the American Dream. The rise in unemployment, social inequality, and poverty exposes the idea that the United States is an exceptional employment generator as a myth.
La bioética clínica ha evolucionado en la afirmación de los principios generales fundamentales que protegen la salud de las personas. El manejo y alivio del dolor es un derecho humano universalmente reconocido como tal, susceptible del escrutinio ético y bioético, toda vez que implica la toma de decisiones que comprometen la calidad de vida de las personas. El dilema ético sobre el manejo del dolor suele entrañar conflictos de valores en las decisiones cruciales, sobre todo cuando no hay una única alternativa, tratamiento y estrategias de intervención lo suficientemente compartidas y aceptadas. El problema ético y bioético en el manejo del dolor, sobre todo en pacientes con padecimientos crónicos y/o estado de estrés, al final de la vida sigue representando un desafío para la práctica clínica, con consecuencias diversas en los pacientes adultos y repercusiones en los sistemas de salud y el entorno familiar y social de dichos pacientes.
