Este artículo hace un análisis espacial del sistema de partidos colombiano durante el periodo 1991-2019, con particular énfasis en la incorporación de actores extrasistémicos vía negociación y acuerdos de paz. La delimitación espaciotemporal se traza desde la promulgación de la Constitución Política de 1991, la cual marcó el cambio del sistema bipartidista colombiano a uno de tipo multipartidista, y la firma del Acuerdo de Paz del Teatro Colón con la guerrilla de las FARC-EP. Metodológicamente, el artículo retoma la técnica de análisis espacial unidimensional de Gary Hoskin (1990) —Izquierda-Derecha—pero sugiere la integración de un nuevo eje —Alto-Bajo— para el estudio del espacio político partidista desde múltiples polos (Ostiguy, 2009a). El argumento central de trabajo es que la progresiva incorporación de los actores insurgentes extrasistémicos por la vía de partidos políticos posinsurgentes (Holland, 2016) ha permitido la aparición de un espacio político multipolar previamente invisibilizado e inhabilitado por las dinámicas bélicas y la violencia prolongada; asimismo, dicho espacio político multipolar abre la puerta al análisis del sistema de partidos colombiano en los ámbitos nacional y subnacional.
ResumenLa gubernamentalidad como la "racionalización gubernamental en el ejercicio de la soberanía política" implica una construcción de técnicas de control, formas de conocimientos (disciplinas), regímenes de representación y modos de intervención. Esta racionalización se construye a través de dispositivos de control y de producción que se expresan en discursos y tecnologías de poder. En ese orden de ideas, la gubernamentalidad urbana nos acerca a la discusión por la ciudad o por las relaciones socioespaciales que ocurren en las dinámicas de la ciudad. En este sentido, nos preguntamos ¿la ciudad lleva consigo una idea instantánea de gubernamentalidad, o se construye una gubernamentalidad para edificar una ciudad? Y por lo tanto, ¿Estaríamos hablando de varios proyectos de ciudad dentro de una Ciudad? Estas preguntas orientan nuestra investigación a propósito de los contextos en que se desarrollan las dinámicas de una ciudad como Medellín, a nivel de los discursos de desarrollo, el modelo económico y, el modelo de Estado; los cuales constituyen los dispositivos en que se expresa la gubernamentalidad. El presente artículo, analiza por ello, el escenario de actuación de la gubernamentalidad urbana como dispositivo que, a través de estrategias de control y de subjetivación, conducen a la figura del sujeto autogobernable y productivo, para decirlo con David Harvey, en el marco de una polis neoliberal. This rationalization is built through control and production devices that are expressed in discourses and power technologies. In that order, urban governmentality brings us closer to the discussion of the city or the socio-spatial relationships that occur in the dynamics of the city. In this sense we ask ourselves: does the city carry with it an instantaneous idea of governmentality, or is governmentality constructed to build a city? So, would we be talking about several city projects within a city?. These questions guide our research, with regard to the contexts in which the dynamics of a city like Medellin are developed, with respect to development discourses, the economic model and the State model; which constitute the devices in which governmentality is expressed. This article analyzes the performance scenario of urban governmentality as a device that, through strategies of control and subjectivation, leads to the figure of the self-governed and productive subject, to say it with David Harvey, within the framework of a neoliberal polis.
