Governments and companies exchange various kinds of data. The methods to exchange data are evolving and becoming more and more advanced, supported by the rapid development of information and communication technology (ICT). Although some research has been carried out on the adoption of ICT-based information sharing, there is still very little understanding of enablers for information sharing arrangements between private and public organisations. Developing an information sharing arrangement often requires complex interactions among parties resulting in negotiated arrangements. This paper aims to derive factors of information sharing arrangements by assessing the importance of factors in shaping information sharing from public and private organisations perspectives. Factors found in previous studies were analysed using the Best-Worst method by collecting experts' opinions. While private sector's expert was much focussed on the Perceived Benefits, the public sector's experts considered Trust, Investment, Perceived Costs and Relationship as the most important factors in shaping the information sharing arrangement between public and private organisations. Identifying which factors are crucial in shaping information sharing arrangements can help in reducing potential conflicts during planning, implementation and usage, and bringing benefits to all stakeholders.
Having tax transparency is getting more important and enforced by more and more countries around the world. To deal with tax evasion, OECD has developed an Automatic Exchange of Information (AEOI) standard. The implementation of this standard differs among countries. In this study, we explore factors explaining the differences between two information sharing arrangements implementing the AEOI standard. In both cases the information sharing architecture and the accompanying governance arrangement are investigated. The findings of the exploratory study show that the differences are influenced by avaiable IT capabilities, interoperability, trust among informaiton sharing partners, power difference, interorganizational relationship, and perceived benefits of implementing such arrangement. Ten propositions are derive explaining the differences which can be tested in further research.
Korupsi masih menjadi salah satu permasalahan utama di Indonesia. Sudah banyak upaya yang dilakukan dalam rangka mengurangi kerugian negara yang diakibatkan oleh korupsi. Diantaranya adalah penggunakan teknologi, dalam hal ini teknologi informasi dan komunikasi, sebagai alat untuk memfasilitasi keterbukaan informasi oleh pemerintah. Penelitian ini akan menganalisa implementasi open data sebagai salah satu alternatif untuk mendeteksi dan mengurangi korupsi di Indonesia, mulai dari level pemerintahan daerah hingga pemerintah pusat. Dengan mengambil studi perbandingan dengan implementasi di beberapa negara sebagai rujukan, hasil dari penelitian ini menunjukkan bahwa adopsi open data dapat meningkatkan transparansi publik, dan mengurangi korupsi.
Kabupaten Demak merupakan daerah yang terletak di pulau Jawa Propinsi Jawa Tengah, merupakan salah satu daerah yang sebagian masyarakatnya belum pernah merasakan terangnya listrik seperti daerah lain di kota-kota besar di pulau Jawa. Listrik di wilyah ini belum masuk di karenakan jangkauan PLN untuk masuk kedaerah terpencil seperti Kabupaten Demak sangat sulit. Oleh karena itu penulis berinisiatif untuk merancang pembangunan pembangkit listrik tenaga surya untuk daerah tersebut. Pembangkit Listrik Tenaga Surya (PLTS) sebagai pembangkit listrik diarahkan agar dapat dimanfaatkan oleh para pemakai di daerah terpencil yang tidak mungkin dijangkau oleh jaringan PLN. Dari hasil pembahasan dengan menggunakan metode pendekatan Perencanaan, Desain dan Analisa Kebutuhan didapat bahwa untuk memenuhi kebutuhan listrik di Kabupaten Demak dengan jumlah 10.000 unit rumah, power house, penerangan umum dan Industri dibutuhkan listrik 30 MW. Untuk memenuhi kebutuhan itu maka diperlukan 400.000 panel surya, 375.000 baterai,10.000 buah charge controller dengan kapasitas 300 Ampere dan 167 Buah inverter dengan kapasitas 15 Kw. Untuk kebutuhna tersebut diatas maka dibutuhkan anggaran biaya USD 60,000,000.00 (Enam Puluh Juta United States Dollar). Analisis Investasi dari perhitungan Cash Flow menunjukkan bahwa Payback Period terjadi pada tahun ke 7. Nilai NPV adalah USD 27,125,809 dan IRR sebesar 15%. Hal ini menunjukkan bahwa investasi Pembangkit Listrik Tenaga Surya di Kabupaten Demak adalah FEASIBEL.
