Officials and scholars have used the disaster management cycle for the past 30 years to explain and manage impacts. Although very little understanding and agreement exist in terms of where the concept originated it is the purpose of this article to address the origins of the disaster management cycle. To achieve this, general system theory concepts of isomorphisms, equifinality, open systems and feedback arrangements were applied to linear disaster phase research (which emerged in the 1920s) and disaster management cycles. This was done in order to determine whether they are related concepts with procedures such as emergency, relief, recovery and rehabilitation.
Purpose – The purpose of this paper is to explore the emergence of resilience into the contemporary discourse of disaster risk. As a counter position to the current status quo in defining and addressing resilience, this paper introduces the theoretical lens of complex adaptive systems theory (CAS). Some of the key characterisitcs related to CAS are discussed and linkages are made to possible benefit that they might have in enhancing the understanding of disaster resilience. Design/methodology/approach – An indepth review of literature pertaining to disaster resilience and CAS was conducted to find common grounds for theoretical synergies. Findings – The inherent similarities between the concept of resilience and CAS provides ample practical and theoretical contributions to the field of disaster risk studies. Originality/value – The paper provides a different perspective to the contemporary discourse on disaster resilience. A better understanding of disaster resilience and its underlying dynamics as illuminated by the application of CAS could in future provide an effective tool to manage disaster risks and building of resilience.
The promulgation of the South African Disaster Management Act No. 57 of 2002 and the National Disaster Management Policy Framework of 2005 placed South Africa at the international forefront by integrating disaster risk reduction into all spheres of government through a decentralised approach. Yet, good policy and legislation do not necessarily translate into good practice. This paper provides a critical analysis of the Act and Policy Framework. Using qualitative research methods, it analyses the attitudes and perceptions of senior public officials on all levels of government, the private sector and academia. The study finds that one of the weakest aspects of the Act and Framework is the absence of clear guidance to local municipalities. The placement of the disaster risk management function on all tiers of government remains problematic, funding is inadequate and overall knowledge and capacities for disaster risk reduction are insufficient.
This article argues that religious beliefs significantly influence a community’s understanding and experience of climate change adaptation, indicating the need for an inclusion of such information in climate change adaptation education. Data were collected using the Q-method, whereby recurring statements were identified from semi-structured interviews with participants from three rural communities in the North-West province of South Africa: Ikageng, Ventersdorp and Jouberton. The research found that community members who regard themselves as religious (overall of the Christian faith) fall under two groups: the religious determinists or fatalists, who see climate as a natural process that is governed by God, and religious participants who deny this ‘naturalness’ and acknowledge humans’ impact on the climate.
The field of disaster management in South Africa has developed dramatically over the past seven years. The paradigm shift from civil protection to disaster risk management brought with it the realisation that the management of disaster risk is paramount to reducing successfully the vulnerability of these communities most at risk. The resilience and coping mechanisms of communities affected by disasters have demonstrated the importance of local and traditional knowledge in the reduction of risk and the effects of hazards. This article aims to explore various initiatives for disaster risk reduction in South Africa undertaken by government departments and non-governmental organisations from 1994 to 2003. It describes the various methods and systems employed to reduce risk and vulnerability. A case study of the February 2000 floods in the Limpopo province of South Africa provides insight into local coping mechanisms and indigenous methods of risk reduction.
