Informação e comunicação na gestão participativa: uma análise a partir das políticas de recursos hídricos do Brasil e da EuropaInformation and communication in the participatory management: an analysis based on Brazilian and European water resources policies Desirée Cipriano Rabelo * Resumo: A gestão pública democrática supõe a produção e circulação de informações para a tomada de decisões e o incremento de processos de comunicação entre atores e setores envolvidos. A partir da análise da Diretiva Quadro da Água, na União Europeia, e da Política Nacional dos Recursos Hídricos, no Brasil, o artigo discute o tratamento dispensado à informação e à comunicação nas respectivas diretrizes. Enquanto a Europa prioriza ampliar o conhecimento e a participação da sociedade em geral, via consultas, indicando instrumentos e prazos, a legislação brasileira enfatiza mais as necessidades de caráter técnico (informação para tomada de decisões) do que as de mobilização social. Resguardadas as diferenças entre as duas realidades, três questões destacam-se na análise: a necessidade de estimular de diferentes níveis ou tipos de participação, o papel do Estado na garantia e visibilidade do controle social democrático e a importância dos mecanismos de informação e processos de comunicação na gestão participativa da política de recursos hídricos.Palavras-chave: Comunicação. Recursos Hídricos.Abstract: Democratic public management demands production and circulation of information for decision making processes and the improvement of communication systems among the actors (stakeholders, policy makers) and sectors involved. Based on the analysis of the Water Framework Directive (WFD), from the European community, and of the Brazilian National Policy of Water Resources, the present article discusses the manner in which information and communication are approached in those guidelines. While the WFD prioritizes the enhancement of knowledge and participation of the society as a whole, mainly through consultation, indicating procedures and deadlines, the Brazilian legislation focus on the technical needs (information for decision making processes) rather than social mobilization. Despite the growing literature and empirical research on citizenship participation in the elaboration of water resources plans (WRP), little attention has been paid to the Terms of Reference (ToR) for such plans. Such a technical contract sets the targets, stages and activities to be met as part of the development of the WRP. Thus, any analysis of the participation impacts and results must follow the previously agreed terms but the ToR development may not, in itself, be participative. Examined herein are the ToR for the WRP of the Doce River Basin (Brazil) and the Catalonia Fluvial District (Spain), with focus on (i) proposals for democratising debates and decisions and (ii) the very process of ToR development. Historical and institutional aspects of both regions were analysed, which comprised participation mechanisms established by the corresponding national policies and recommended by the relevant international bodies. Despite the distinct features of the two regions, they both share the challenge of implementing a new governance model involving various stakeholders with the common goal of defining the water usage rights in a sustainable way. A comparative analysis of the two approaches revealed different approaches to tackle this challenge and highlighted advantages and disadvantages of each model.
A partir do exame da prática dos representantes da sociedade civil nos conselhos municipais de Assistência Social do Estadodo Espírito Santo Estado, o artigo discute os fluxos de informação entre os atores que participam do controle social democrático daPolítica Nacional de Assistência Social (PNAS). A reflexão tem como base os princípios internacionais e constitucionais de acessoà informação pública, em especial a Lei nº 12.527/2011 e as diretrizes da PNAS sobre essa temática. Para a análise, considera aexistência de três grupos de atores: organizações do Estado, instâncias de controle social (aqui representadas pelos conselhos) e asociedade. Conclui que os resultados confirmam a necessidade de promover o acesso e o compartilhamento de informações comocondição de fortalecimento do controle social democrático e ampliação dos direitos socioassistenciais.Palavras-chave: Informação, comunicação, controle social democrático, Política de Assistência Social.
A defesa do direito à agua evidencia-se, cada vez mais, como campo de atenção e atuação do Serviço Social. Entre as várias demandas apresentadas pela questão, neste artigo discutimos a ação do/a Assistente Social na Política Nacional de Recursos Hídricos (Lei 9.433/97), especialmente nos conselhos e comitês de bacia, tendo como premissas: as competências e os compromissos profissionais da categoria, as determinações da PNRH, o controle social democrático determinado pela Constituição de 1988 e o agravamento da pobreza devido aos problemas ambientais. Atuar na perspectiva dos usuários pela defesa da garantia à água potável limpa e segura e ao saneamento - direitos essenciais para o gozo da vida e de outros direitos humanos, conforme reconhecido pela ONU em 2010, impõe três desafios à categoria: a) participar dos debates conceituais sobre meio ambiente e sustentabilidade; b) comprometer-se com o fortalecimento do controle social democrático PNRH; c) estimular a prática nessa área, considerando as dimensões teórico-metodológicas, técnico-operativas e ético-políticas da profissão.
