Después de un año de deliberaciones el informe final de CoFoE (2022) recogió casi medio centenar de propuestas y más de trescientas medidas. La iniciativa se concibió como una plataforma inclusiva para recoger diferentes voces y ofrecer espacios en los que la ciudadanía europea pudiera expresarse. Además, buscaba apuntalar la legitimidad democrática y el futuro del proyecto europeo. Tras un proceso con aciertos y errores, ahora les toca a las instituciones europeas tomar el testigo. Es decir, dar un paso hacia la politización de la UE implementado las propuestas planteadas por la Conferencia y estableciendo canales permanentes de participación y deliberación, impulsando así la esfera pública europea y permitiendo que la “institución del disenso” tome el lugar de la “institución del consenso”; o, por el contrario, ignorar las demandas ciudadanas. El futuro de Europa puede depender de ello.
ResumenEl COVID-19 ha condicionado nuestras formas de ser y vivir. La diplomacia, como mediación del extrañamiento y como forma plural de negociar la vida, tampoco ha sido ajena a los cambios generados por la pandemia. Este artículo amplía el alcance de la diplomacia y la paradiplomacia para introducir en el debate el concepto de biodiplomacia y exponer las posibilidades de análisis que hace emerger. Es así como mediante el análisis de este concepto surgen múltiples intersecciones y espacios intermedios a partir de técnicas de gobierno, formas de negociar la vida y prácticas diplomáticas. Se recurre a la biodiplomacia para analizar las formas plurales de mediación del extrañamiento y la negociación de la vida que se manifiestan en los espacios liminales. La línea argumental de este texto apunta a que la biodiplomacia puede servir para examinar la forma en que los sujetos "negocian su vida" y su "vida es negociada" junto y en relación con otros múltiples organismos y seres.
El objetivo de este artículo es explorar una nueva forma de internacionalización de las Instituciones de Educación Superior (IES) a través del concepto de la “diplomacia del conocimiento”. Para ello, mediante un trabajo teórico-reflexivo estableceremos una relación triádica entre la diplomacia, las IES y el conocimiento. Partiendo de la definición de la ‘diplomacia del conocimiento’ de Jane Knight y vinculándola con los trabajos teóricos de la ‘diplomacia como mediación del extrañamiento’, trataremos de concebir una internacionalización más integral, inclusiva y transversal. Una internacionalización que, por un lado, nos permita mediar los múltiples extrañamientos que se generan en torno a los procesos de internacionalización y, por otro lado, responda a los retos del presente y del futuro de la educación superior. De esta manera, en este artículo de reflexión subrayaremos la transcendencia del conocimiento como pilar de la sociedad y la relevancia de las IES como actores que promueven el desarrollo del conocimiento mediante la cooperación y la colaboración; en definitiva, a través de la diplomacia.
El restablecimiento de las relaciones diplomáticas entre Estados Unidos y Cuba ha sido escenificado de manera constante desde que el 17 de diciembre de 2014, los líderes de ambos países anunciaran el inicio del proceso. El acto final de la obra teatral, en cambio, se produjo el 21 de marzo del 2016, con la llegada de Obama a La Habana. A lo largo del proceso de normalización, la diplomacia estatocéntrica ha servido para gestionar el extrañamiento entre las partes, produciendo y reproduciendo, a su vez, nuevos extrañamientos. De esta manera, se ha escenificado un orden concreto, excluyendo y ocultando toda relación diplomática que pudiera causar incertidumbre y desorden, desplazando, en última instancia, hacia los márgenes a los individuos.
