Seattle Public Utilities developed that a rapid assessment decision model to be used to assess CSO reduction alternatives. It integrated the community's values into the decision process. This decision model incorporated use of GIS analysis to identify the applicability of CSO reduction alternatives, created a 100-year value weighted life cycle cost curves to assess alternatives, and provided a transparent process for decision making. The resultant CSO reduction program recommendations include elements of traditional CSO reduction alternatives, such as increased conveyance and storage, and Green Stormwater Infrastructure, such as roof drain disconnection and impermeable pavement.
