ResumenEl objetivo del artículo es examinar los modos de protección social que instaura el Programa Argentina Trabaja, de modo de aproximarnos al análisis de la calidad del trabajo generado por el Programa. A través de la revisión bibliográfica y el análisis documental, se identificaron aspectos positivos al respecto: la inscripción de los beneficiarios en el monotributo social, la percepción de la Asignación Universal por Hijo, y la conformación de cooperativas como modalidad de trabajo. La masividad del Programa y el monto del ingreso son elementos que potencian los cambios sociales que se proponen desde el diseño. No obstante, existen tensiones y limitaciones: las escasas posibilidades de diseñar e implementar autónomamente las actividades de las cooperativas; la percepción individual de los ingresos, y que los mismos no alcancen el salario mínimo vital y móvil, ni sean actualizados según los estándares del empleo asalariado formal; y los límites que aún acarrea el monotributo social en cuanto al efectivo uso de los beneficios que contempla. Se concluye que el Programa aporta mejorías para los trabajadores provenientes de la informalidad, mientras que, en comparación con la protección social anclada en el empleo formal asalariado, evidencia carencias. AbstractThe objective of the paper is to examine the modes of social protection established by the Argentina Trabaja Programme, so as to analyse the quality of the work generated by the Programme. Through bibliographic review and document analysis, positive elements in this regard were identified: the registration of the beneficiaries in the social monotribute, the perception of the universal child income, and the formation of cooperatives as a mode of work. The massiveness of the Programme and the amount of the income are elements that enhance the social changes proposed in the design. However, there are tensions and limitations: the limited possibilities of designing and implementing the activities of the cooperatives autonomously; the individual perception of the incomes, and that they neither reach the minimum wage, nor are updated by the standards of formal salaried employment; and the limits that still carries the social monotribute regarding the effective use of the benefits that provides. It is concluded that the Programme improves the conditions of workers coming from informality, while, in comparison with social protection provided to formal salaried workers, it shows deficiencies.
Las empresas recuperadas por sus trabajadores constituyen experiencias de cambio social en la producción. Transcurrida más de una década desde su difusión y expansión en la Argentina, en este artículo realizamos un balance respecto a la forma socioproductiva a la que han dado lugar estos procesos, preguntándonos en qué medida la misma implica empoderamiento social. A partir de una perspectiva panorámica, que se nutre tanto de estudios propios como de otros equipos de investigación, realizamos una caracterización de las empresas recuperadas con el objetivo de señalar potencialidades y limitaciones en términos de la dinámica de cambio y del incremento del poder social que expresan. La hipótesis que sostenemos es que estas empresas configuran una forma de producción asociada mercantil de trabajadores que combina dominio del poder social al interior de la unidad productiva con la competencia en el mercado capitalista.
En la Argentina, las empresas recuperadas por sus trabajadores refieren a procesos de reconversión de empresas capitalistas en cooperativas de trabajo originados en la acción colectiva de los asalariados en defensa de su fuente laboral. A partir del interés por las transformaciones que estas empresas han podido sostener y consolidar en el tiempo, el presente artículo se propone analizar los factores positivos para su consolidación en tanto empresas cooperativas. La estrategia metodológica se basa en el análisis singular y comparado de empresas recuperadas. Las técnicas utilizadas son la entrevista semi-estructurada a informantes clave de las empresas, la observación no participante y el análisis documental. En nuestra hipótesis, los principales factores que colaboran positivamente en los logros alcanzados son: los recursos que se heredan de la empresa fallida, la hegemonía de un proyecto cooperativo que le otorga relevancia a la gestión económica, la tenencia legal de los medios de producción, la producción de bienes y servicios competitivos mercantilmente en un marco de intercambios económicos plurales, así como la participación en redes político-sociales.
De modo geral, as empresas recuperadas funcionam com base no trabalho associativo e na propriedade conjunta dos meios de produção, constituindo formas produtivas não estruturadas sobre relações assalariadas, em que o trabalho é organizado a partir de padrões mais horizontais e relações flexíveis, e a participação e subjetividade dos trabalhadores adquirem relevância. O objetivo deste artigo é descrever as formas de organização e associação que estes trabalhadores sem chefe integraram e/ou formaram por encima das unidades de produção para alcançar uma multiplicidade de objetivos. O desenho metodológico é qualitativo e triangula uma série de técnicas de pesquisa: entrevistas com informantes-chave, análise de documentos e literatura sobre a temática, assim como uma análise sistemática de artigos de jornal sobre as ações coletivas empreendidas por organizações ligadas ao processo de recuperação de empresas. Observa-se que, si inicialmente estes trabalhadores criam organizações sociais que compõem um movimento social, com a estabilização do processo, o movimento fragmenta-se, e observa-se uma convergência cooperativa em organizações de segundo e terceiro grau, una aproximação sindical, e uma formação de redes setoriais. Ao final do período, observa-se uma revitalização incipiente do caráter movimentista das organizações de empresas recuperadas.
