Ключевые слова: русский язык, постсоветское пространство, Центральная Азия, языковая политика, «мягкая сила» В советский период роль русского языка как ключевого средства коммуникации на территории СССР не подвергалась сомнению: с 1938 г. русский был обязательным для изучения в школах всей страны; он широко использовался в делопроизводстве, армии и силовых структурах; на русском выходили газеты и книги, распространявшиеся по всему Советскому Союзу; знание русского было важным ресурсом, обеспечивающим продвижение по социальной лестнице. Неудивительно, что согласно двум последним переписям населения -1979 и 1989 гг.более 80% советских граждан свободно владели русским языком 1 . В столицах и крупных городах национальных республик среди титульного населения, как правило, наблюдалось устойчивое двуязычие.Однако Советского Союза нет уже почти четверть века. За это время в независимых государствах, образовавшихся на его обломках, выросли новые поколения граждан, а сами эти государства прошли через серьезные трансформации, в том числе в сфере национального и языкового строительства, которые не могли не отразиться и на положении русского языка. Цель настоящей статьи -проанализировать современную роль русского языка в таком регионе бывшего СССР, как Центральная Азия.Выбор Центральной Азии в качестве объекта исследования обусловлен несколькими соображениями. Во-первых, именно в данном направлении происходит наиболее активное развитие интеграционных проектов с участием России. Прежде всего речь идет о Евразийском экономическом союзе (ЕАЭС). Два государства Центральной Азии, Казахстан и Киргизия, уже стали членами ЕАЭС, не исключено вступление в него Таджикистана. Во-вторых, регион чрезвычайно важен с точки зрения миграционных потоков в РФ: на Узбекистан, Киргизию и Таджикистан сегодня приходится около половины всех трудовых мигрантов, прибывающих в нашу страну 2 . В ситуации, с одной стороны, достаточно тесного и многогранного взаимодействия между Россией и большинством центральноазиатских государств, а с другой -все возрастающего влияния в регионе других игроков (Китая, США, Ирана, Турции и т.д.) было бы полезно понять реальную роль русского языка и культуры в Центральной Азии -хотя бы потому, что в XXI в. возмож-1 Solchanyk 1982: 25; Арутюнова 2012: 161. 2 Зайончковская, Тюрюканова, Флоринская 2011
