resumo | A Política Nacional de Resíduos Sólidos (pnrs) brasileira assigna aos municípios brasileiros a responsabilidade pela prestação dos serviços de limpeza urbana e a gestão de resíduos, no entanto, as pesquisas destacam as dificuldades, por parte dos próprios municípios, em adotar uma política que cumpra as obrigações da lei antes mencionada. O presente artigo explora o problema de partir das correspondências entre o próprio ambiente institucional municipal (os principais fatores socioeconômicos, políticos e culturais) e a gestão municipal dos resíduos (especificamente, a presença de um Plano de Gestão Integrada de Resíduos Sólidos). Resumo: O uso da internet como meio de participação política -também conhecido como participação política eletrônica -representa um tema de interesse sociológico crescente, ainda que a literatura destaque a escassez de pesquisas empíricas sobre o assunto. Este artigo apresenta uma pesquisa desenvolvida a partir de uma coleta de dados por questionário (uma amostragem de 389 entrevistados), tendo como principal objetivo obter um mapa da participação e da cultura política no Pampa (mais especificamente, o município de São Borja, na fronteira oeste do estado do Rio Grande do Sul). O artigo analisa a relação entre tipos de usuário da internet -uma tipologia de participação política eletrônica -e as formas mais tradicionais de civismo: um índice construído a partir de indicadores de participação e envolvimento em associações cívicas. A análise demonstra que não é por causa do ativismo político nas redes sociais e demais meios digitais que uma pessoa está disposta a se engajar efetivamente em organizações da sociedade civil.Palavras-chave: cultura política; participação política eletrônica; internet, Pampa. IntroduçãoA difusão da internet, no início da década de 1990, a multiplicação de sites e blogs com caráter político e social, bem como o ativismo digital em suas diferentes nuances e práticas trouxeram enormes expectativas sobre a renovação das possibilidades de participação política e social. Wilson Gomes (2005) sugere que boa parte da participação política tradicional, off-line, poderia então ser realizada mediante o uso da internet: o contato e a pressão sobre os representantes eleitos, a formação da opinião pública, o engajamento e a participação em discussões sobre os negócios públicos, e até a afiliação a partidos ou movimentos da sociedade civil. Esta participação se efetiva principalmente de três formas:
A análise de redes sociais foi usada para estudar 22 turmas de alunos das primeiras classes de ensino médio na região da Toscana, Itália. A análise dos dados derivou da comparação de redes de diferentes amplitudes (o número de estudantes por classe), considerando determinadas medidas de normalização. Além de destacar alguns elementos críticos no processo de integração, propõe-se neste artigo uma análise das redes sociais dos alunos em relação ao tipo de família de origem: as medidas de densidade e centralidade do grupo e os papéis sociais (brokerage).
On July 2017, Brazil’s Senate approved the country’s most extensive labor reform since the emergent 1943’s Consolidation of Labor Law (Consolidação das Leis Trabalhistas, CLT). The aforementioned reform provoked heated debates and its approval faced resistance. Unions, for instance, convened two general strikes: the first, on April 2017, garnered a significant amount of participation, while the latter, on June, ended with participation falling significantly below expectations. Despite the widespread rejection of Temer’s mandate and the content of the law, on June, unions were surprisingly unable to agree on a common strategy regarding a proposal on labor reform. The present research aims to explore this paradox. A survey-based analysis, along with a series of unstructured interviews with union leaders and protesters, establishes a solid empirical base from which to draw hypotheses about the Brazilian state corporatist union model and its evolution.
Brazilian law establishes a set of provisions regarding the defense of competition, usually with a dissuasive effect on the conflicting performance of the multi-company manager. However, research highlights that practices such as interlocking directorates (i.e., interconnected directorates with board members operating in multiple companies) are widespread, especially in the stock market. The present article explores this paradox by analyzing a social network of 347 Brazilian listed companies. An E-I (external-internal) index and a permutation test are used to verify the occurrence of direct and indirect intermediation within and among economic sectors. The paper advances towards a hypothesis on the effectiveness of the Brazilian antitrust legislation.
The literature on dirty workers analysed material and symbolic aspects of work, highlighting how dirty workers deal with the stigma associated with their occupations. This approach put less attention on dirty workers who operate in the informal economy, which is a relevant category especially in some sectors, such as the urban-waste management and recycling. Drawing on a 2019–2022 qualitative study of waste pickers (WPs) in the Rio Grande do Sul state (Brazil), this article aims to understand whether and how the informal conditions interact with the symbolic and material aspects of the dirty job. First, it shows various attempts to redefine the meanings of waste pickers’ work, in a positive sense. The more articulated attempts mainly concern the more structured WPs organisations and, in some cases, go far beyond the strategies described by the traditional literature on dirty workers. Second, it emphasizes the importance of the relations between WPs organisations and public administrations in defining the effectiveness of the actions aimed at reducing the stigma associated with the WPs’ work. Together, these contributions highlight the utility of exploring the dynamics and the differences of informal dirty work in order to enrich the dirty-work approach.
The article proposes a social network analysis of the main European capitalisms and its correspondence with an index of economic freedom. The analysis relates to two kinds of economic liberties taken from the concept of freedom formulated by Isaiah Berlin. While the first kind of freedom (negative freedom) depends on the external system (e.g. the constraints on the firm defined by the regulations), the second refers to the internal obligations within the business system itself that prevent the free exercise of business (positive freedom): specifically, the social network, in which the company is embedded. After an operationalization of the two concepts of freedom, the analysis of a comprehensive database allows us to explore the relationship between the two kinds of freedom.
