Este artículo busca comprender el sentido que los actores históricos dieron a la Revolución de 1854. Los discursos y las acciones de sus protagonistas se fueron construyendo y cambiando a lo largo de la lucha política. Hubo diferentes marcos discursivos para definir al gobierno y la revolución. Estos argumentos y acciones obedecían a imaginarios republicanos y pactistas, pero también a la ideología liberal. A través de la lucha política (militar, electoral y discursiva), se fue perfilando para los diversos actores, no sin ambigüedades y visiones alternativas, el cambiante carácter de esta revolución.
This article seeks to explore the history of military conscription in Peru during the 19 th century and its relationship with the indigenous population. The main idea focus on the difficulties of the Peruvian State to build a truly national conscription system that universally incorporates citizens of service age into the ranks of the Army. In this sense, we review the procedures used by the 19th century caudillos, through violence and negotiation, to gather combatants in an atmosphere of constant coups d' état and revolutions, as well as the reform attempts carried out until the end of the century. In this story, it is evident that citizen's duty to carry arms fell mainly on the indigenous peasant population, which accounted for the majority in the country and had weak relations of authority with the central state, resulting -paradoxically-in tenuous relations of citizenship. These citizens without a fatherland were obliged to serve or negotiate their participation in the war.

Plantea que el Ejército decimonónico fue una institución débil, producto de la consolidación en la primera mitad de la centuria de una cultura militar, expresada en una serie de prácticas relacionadas con la guerra.Esta cultura militar imposibilitó los intentos de reforma que se ensayaron durante el ciclo de crecimiento económico del boom del guano (1845-1874) y fue la que practicó el Ejército peruano en la derrota de la Guerra del Pacífico (1879-1883).Palabras clave: Ejército, organización, cuerpo de oficiales, conscripción, cultura militar. Army, politics and society in Peru, 1821-1879Abstract: This work explores the characteristics of the nineteenth-century Peruvian Army, prior to the Pacific War (1879-1883). It argues that the nineteenth-century army was a weak institution, product of the consolidation of a military culture in the first half of the century, expressed in a series of war related practices.
