A bargaining framework and a measure of conflict polarization are developed from two elements: (i) hatred-based negative externalities experienced by the parties to the conflict, and (ii) penalties the parties impose on their delegated negotiators when concessions are made in the bargaining process. The framework establishes agreement and disagreement regions and it is shown that a necessary condition for a negotiated solution is the adoption of a dual policy that combines dissociative political and military strategies. This analytical approach is applied first to polarized conflicts generally and then to the specific case of the internal conflict in Colombia between that country’s government and the FARC guerrilla group. The model provides a rationale for the complex dynamic of Colombia’s current peace process, which has involved a preliminary agreement and its subsequent rejection in a national referendum. Our analysis highlights the successful dissociative political-military strategy followed by the negotiators that enabled them to reach the agreement and the negotiators’ underestimation of the hatred levels that led the majority of the Colombian society represented in the referendum to vote the agreement down because they considered the concessions made by the government too generous to be acceptable.
Se analizan las consecuencias de impuestos ambientales que diferencian espacial-mente a contaminadores ubicados sobre una cuenca hidrográfica. Se construye un modelo de equilibrio general con capital natural como insumo y restricción a la acti-vidad económica. Se encuentran mejoras en el bienestar social al aplicar impuestos diferenciados espacialmente, y se elaboran recomendaciones para la construcción y aplicación de impuestos separando las cuencas por tramos. Finalmente, se deba-te la normatividad ambiental colombiana sobre control de vertimientos en cuerpos de agua, señalando que más que modificar la regulación actual basta con llevar esta legislación a un nivel de “hacer cumplir” más estricto.
Los recursos hídricos son vitales para la vida y el desarrollo económico, pero en Colombia están amenazados por externalidades negativas de diversos sectores económicos. La protección de los recursos hídricos depende fundamentalmente de la calidad y efectividad de la regulación ambiental y Colombia parece ser un punto de referencia internacional en institucionalización ambiental, dada su exhaustividad e integralidad. Sin embargo, los recursos hídricos colombianos han disminuido en calidad y disponibilidad en los últimos años. Esta realidad motivó el desarrollo de un análisis exhaustivo de la regulación ambiental hídrica colombiana con perspectiva económica. Este artículo incluye una revisión de las características de estas regulaciones, concluyendo que el deterioro de la calidad del agua no es solo el resultado del aumento de la población y el desarrollo económico, sino también de las deficiencias regulatorias debido a la debilidad institucional, la falta de cumplimiento y la influencia de grupos de interés.
