<p>En este artículo, el autor aborda el origen doctrinal de las dimensiones institucionales y constitucionales del sistema presidencial-constitucional mexicano para tratar de encontrar ahí los posibles orígenes o explicaciones del éxito o fracaso de este tipo de régimen político. Para ello, se recupera la relevancia y significado de la constitución de 1824 para la vida nacional —desde entonces hasta nuestros días— a fin de comprender muchos de los orígenes de los aciertos y de los errores en el diseño de nuestra constitución vigente así como de la forma presidencial de gobierno, a saber, el principio de legitimidad dual y el de la rigidez o separación rígida de los Poderes.</p>
El ensayo presenta una reflexión analítica sobre las motivaciones y objetivos que dieron origen al plan de la asignatura Teoría General del Estado en los programas académicos de la Facultad de Ciencias Políticas y Sociales de la unam. A través de esta presentación, el autor nos lleva de la mano por su construcción temática, consolidación y transformación a lo largo de los años en la que ha estado presente para su estudio en esta entidad académica. Finalmente, propone varias razones para considerarla como una asignatura de suma importancia para la formación del futuro profesional de la Ciencia Política.
<p>A partir de las discusiones habidas en el seno del Congreso Constituyente de 1824, el trabajo analiza el primer esfuerzo de reordenación de las finanzas públicas nacionales. Propone hacer una lectura política y sociológica, y no solo jurídica, de tan importantes antecedentes que marcarían indeleblemente nuestra hacienda pública. Los diputados constituyentes dejaron ver claramente en sus intervenciones la resistencia de las ricas y poderosas elites locales a contribuir a los gastos de la federación. Tanto el gobierno como los miembros de la comisión redactora de la constitución y los de la comisión de hacienda, ante la posibilidad de una ruptura y la grave amenaza de la disolución de la unidad nacional, prefirieron ceder. Así, el costo que se tuvo que pagar por preservar la integridad de la nación fue el de un Estado débil, por carecer de finanzas sólidas.</p>
