Summary1. Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2. During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3. The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4. The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. Synthesis and applications.Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible.
Engineered in-stream structures are often installed to increase salmonid abundance, either for commercial gain in fisheries or for conservation purposes in degraded habitats. Having been in widespread use for the last 80 years, at an estimated cost of hundreds of millions of U.S. dollars each year, the effectiveness of these structures is still widely debated in the literature. Many studies of varying quality have been undertaken that attempt to address this issue, but it has proved difficult for practitioners to develop a consensus regarding the utility of these structures, despite their continued use. Systematic review methodology was used to formally synthesize empirical evidence regarding the effectiveness of engineered in-stream structures as a management tool to increase salmonid abundance. Meta-analysis shows that evidence regarding the effectiveness of in-stream devices is equivocal. Heterogeneity is significant both for population size and local habitat preference. This heterogeneity is related to stream width, with in-stream devices being less effective in larger streams. Consequently, widespread use of in-stream structures for restoration, particularly in larger streams, is not supported by the current scientific evidence base.
Offshore wind farms are proposed around the coast of the UK and elsewhere in Europe. These sites tend to be located in shallow coastal waters that often coincide with areas used by over‐wintering Common Scoter Melanitta nigra. A large‐scale study was undertaken to ascertain the relationship of the spatial distribution of Common Scoter in Liverpool Bay with prey abundance and environmental and anthropogenic variables that may affect foraging efficiency. The highest numbers of Common Scoter coincided with sites that had a high abundance and biomass of bivalve prey species. There was strong evidence that the maximum observed biomass of bivalves occurred at a mean depth of c. 14 m off the Lancashire coast and at c. 8 m off the north Wales coast. This coincided well with the distribution of Common Scoter at Shell Flat, but less well with the distribution of birds off North Wales. Common Scoters were observed in lowest numbers or were absent from areas in which anthropogenic disturbance (shipping activity) was relatively intense, even when these areas held a high prey biomass. Commercial fishing activities did not appear to contribute to this disturbance.
As tourists are sensitive to weather conditions and changes to the environments they visit, it is likely that climate change will affect coastal recreation in the future. To understand these impacts, it is first important to quantify how visitor numbers are associated with beach characteristics and weather patterns. Using the East Anglian coastline, UK, as a case study, information on the spatial distribution of visitors recorded from aircraft flights is combined with beach characteristic data in a Geographical Information System. In addition, surveys are undertaken at two beaches to assess temporal variations in visitation. The study finds a diverse range of characteristics are associated with visitor numbers. These findings are evaluated alongside the anticipated effects of climate change and management policies. Although it is predicted that warmer weather will increase visitor numbers overall, sea-level rise may reduce numbers at wide sandy beaches, which are currently most preferred by tourists.
A census of the Critically Endangered Bengal Florican Houbaropsis bengalensis was conducted between March and May 2012 on and surrounding the Tonle Sap floodplain in Cambodia, which supports the last extant population of the Indochinese subspecies blandini. We found a decline in the number of displaying males of 44–64% since a comparable estimate from the same sites in 2005 to 2007. The estimated population, including five individuals at one previously unsurveyed site, is now 216 (95% CI 156–275) displaying males, plus potential non-displaying males and an unknown number of females. If numbers continue to be lost at a similar rate, it is possible that blandini would become extinct within 10 years. Although the population faces multiple threats, this critical situation has primarily been caused by the recent, rapid conversion of the florican’s grassland habitat to intensive, industrial-scale, irrigated rice cultivation. To protect the Bengal Florican from extinction in South East Asia, existing Bengal Florican Conservation Areas (BFCAs) need expansion and improvements, including strengthened legal status by prime ministerial sub-decree and better demarcation, patrolling and management. As priorities, both irrigated rice and scrub encroachment within the BFCAs needs to be reversed, local communities better supported, and land outside the BFCAs monitored and strategically managed for florican conservation. Where possible, further BFCAs need to be established. Land purchase may also be an effective conservation measure; leasing land earmarked for cultivation would be cheaper, but less secure
