ABSTRACT. In this study we analyze gender relations legitimatized by socio-political institutions of forest governance in REDD+ pilots in Équateur Province of the Democratic Republic of Congo. Using data from interviews, focus group discussions, and field observations, we show that men and women have different knowledge and use of forests, but these differences are not given due consideration in forest governance. Women's voices are often muted in decision-making arenas and they occupy only a nominal position in both forestry and development initiatives as compared with men. This status quo is extended to the REDD+ pilot projects as well. Women have limited information about REDD+ compared with men. The mechanisms used to establish new village organization for REDD+ exclude women from decision making in the ongoing REDD+ pilot project. We show that women's bargaining power for equal inclusion in decision-making processes and for sharing benefits are constrained by existing social norms regarding local access to land and material resources, existing gender division of labor, local perceptions regarding women's roles and contributions/ responsibilities, as well as men's dominant position in rural settings. For a gender transformative REDD+, we suggest that REDD+ actors should attempt to bring about institutional changes that transform gender relations and thereby increase women's bargaining power.
Indigenous communities find themselves at the losing end of socio-economic changes taking place in diverse contexts of development. Changes in property rights to land and related resources such as forests and water have universally had adverse effects on their livelihoods, which are almost absolutely dependent on these resources and the ecosystems to which they belong. The historical processes behind these changes have their political, economic and cultural specificities. A deep understanding of transitions in property rights in the traditional habitations of indigenous communities is crucial in capturing these specificities and the socio-economic consequences of the changes. Property rights could be described as the set of economic and social relations that define the position of each individual with respect to the utilization of a resource (Furubotn and Pejovich 1972).
This paper asks whether the Forest Rights Act (FRA) passed by the Government of India in 2006 could provide effective access and ownership rights to land and forests for the adivasi communities of Kerala, thereby leading to an enhancement of their entitlements. The study was conducted in Wayanad district using qualitative methods of data collection. The FRA, it would seem, raised high expectations in the State Government circles and the Adivasi community. This was at a time when the Government of Kerala was grappling with a stalemate in the implementation of its own laws on adivasi land rights, due to the organized resistance from the settler-farmers and the non-adivasi workers employed in the plantations that were established to provide employment for adivasis. Our analysis shows that due to the inherent problems within the FRA as well as its complex and contested implementation, the FRA could not achieve the promised objectives of correcting historical injustice and provide effective land rights to the adivasis of Wayanad. The role played by the conservation lobby in thwarting the efforts of the Left government is discussed. While granting nominal possession rights (Record of Rights) to the dwelling sites of a small community of adivasis (Kattunaicker, who were traditional forest dwellers), the FRA has failed to provide them with substantive access and ownership rights to land and forests. The adivasis who were able to gain some rights to land have been those who were involved in land occupation struggles. The study reiterates the importance of struggles in gaining effective rights in land.
This article analyses state-society relations in Ethiopia with particular emphasis on the post-1991 period. The objective of the study is to identify and analyse the fundamental factors of state-society relations at the national level: property rights, political representation, and the urban-rural elite cleavage. The article views state-society relations at the local level with reference to perception and practice, taking into account symbols, social control, ability to make decisions and control over the means of violence. The study was conducted in eight purposively selected localities in three administrative regions in Ethiopia. The empirical data was collected at national and local levels using key informant interviews, focus group discussions, and a household survey. The analysis shows that state-society relations in Ethiopia are driven by three major factors: property rights, political representations and the urban-rural divide.
