Purpose: The purpose of the article is to formulate a set of theoretical and methodological recommendations for the development of rural territories by means of "Smart Village" concept.Methodology: This article emphasizes the prospects for the development of rural areas from the point of view of digital economy development. By means of use of digital technologies, "Smart Village" concept can act as one of effective means of the solution of numerous problems of rural areas, the presence of which is confirmed by the analysis and presented statistics.Results: The results of the study which are presented in the article, imply in the search for a solution, which could be the best option for the potential's use of the Smart Village concept, and which could have a serious positive effect on the development of rural economies and social and economic development of rural areas.Conclusions/Recommendations: The paper presents the facts that necessitate the digitalization of national villages, which consists in the issues of transition to a new, more efficient way of agricultural production development, improvement of the quality of life of rural population. The limitations on the wide use of digital technologies, at least in the short term period, are connected with possible negative consequences which are manifested in the loss of a number of existing jobs and the emergence of new jobs, change in contractual relations between farms, and the need to preserve the originality of Russian villages.It is proved that the traditional way of solution of the problems of rural development which is analyzed is based on an accelerated intensification of agricultural production, including information and communication technologies, it requires the improvement from the point of view of prevention of serious economic, social and environmental contradictions in rural areas.
The economically sustainably and socially developed rural areas are the guarantee of stability and food security of the state. The rural areas present a complicated natural and economic system and they fulfill important economic functions. An efficient use of the potential of rural areas in many aspects determines the rate of regional economic development and also influences the standard of living of rural people. The negative consequences of social and economic changes during latest decades have lead the rural areas to a protracted system crisis. The factors hindering their development influence negatively the agricultural complex in the whole what threatens the goals and targets of food security ensuring of the country in the conditions of the introduced economic sanctions. The adoption of the federal law of agricultural development in the country determined the creation of conditions necessary for a sustainable development of rural territories as one of the main goals of the state agrarian policy. The goal of the research is the study of a set of functions of rural territories in the context of the implementation of governmental rural policy. With the help of structural and functional analysis certain aspects of agricultural production, the policy of agro-industrial complex development, the economy of rural areas were analyzed. On the basis of the performed study, the authors made the conclusions about the presence of necessary conditions for an effective implementation of functions of rural territories in the agrarian policy of modern Russia. The reliability of the data obtained by the authors is confirmed by the generalization of scientific ideas developed by the authors and also by the results of the analysis of the information characterizing the main directions of the governmental policy in the field of sustainable development of rural areas.
The article is devoted to the research of the tendencies typical of the institutional provision of the innovation activity management and the regional scientific and technical cooperation in the European Union. The most typical characteristics of the institutional provision of the innovative activity of Europe are studied. They are presented by the necessity of the construction of a multi-level system of the forecasting support for the participants of the innovative process. It was shown that the regional and the sectoral aspects of the institutional provision of the innovative policy and the regional scientific and technological cooperation are closely connected with the encouragement of various forms of the net cooperation among which a specific role in the countries of the European Union is given to the creation of the regional clusters and the nets of the scientific and research cooperation. In the paper the main risks dealing with a fast growth of the number of the enterprises which use cyber physical systems which in their turn have a significant impact on the character of the management of the innovative sphere, on the arising relations and structures are discovered. The authors particularly emphasize the threats of the cyber criminality, prevailing of clearly entrepreneurial tasks over the spirit of research. On the basis of the carried out research the authors make the conclusion about the necessity of taking into account both positive effects (ecological friendliness growth, productivity growth) and the negative ones (sharpening of the cultural conflicts) resulting from an uncontrolled introduction of social innovations. The authors in the end draw the conclusions about a sufficiently systematic character of the European innovative policy which is based on a serious institutional foundation.
The article discusses the possibility of applying ESG principles, popular in the commercial sphere, as a tool for the integrated development of rural areas of the state. The current federal legislation, which regulates the development of rural areas, has been studied. The authors group measures supporting villages, which are currently being provided by all levels of government in the Russian Federation. On the basis of current regulations, modern content of the ESG-principles is disclosed in detail, taking into account the existing theoretical and methodological approaches to their use. The article considers theoretical problems in the field of elaboration of the conceptual apparatus for such ideas as: rural areas, sustainable development of rural areas. As a part of the study, a comprehensive assessment of the current status of rural areas of the state in general and individual regions in particular, was carried out. The possibility of applying ESG principles in the development of rural areas is substantiated, and a model for managing the integrated development of rural areas is proposed, which is a system of interrelated elements of the ESG model and components of sustainable development. The article describes the components of the proposed model of ESGEHprinciples, the advantages of its use. The results of the study can be applied in the development of documents for shortterm, medium-term and long-term planning in the development of rural areas of the Russian Federation, in regions and municipalities. It can be also introduced into the activities of commercial organizations in villages.
