Multimodal transportations plays a huge role in global economy. A lot of manufactures require different components, located in different remote sectors. In order not to discontinue production processes, multimodal transportation is used. Especially, the war influenced on the whole multimodal transportation system in Ukraine. Ports, harbors and sea ports stopped it’s further operation. The main role was fallen on road transportation. A plenty of airports were totally destroyed, the most of main harbor became in occupation, it’s further operation is impossible until the full victory of Ukraine. The road transportation became as the save link for supply chains and further economy operating. The one of the main problems in this situation is choosing of the optimal way and best-suited carrier for sequel carriage. The truck corporations continue cooperating with the airline agents, but the basic hubs of them were moved to the neighbor countries, it can appear new questions for optimization the delivery. Such factor as price, quality of the services, distance and time always plays a huge role in supply chains. The main aim of the transport company and its staff during multimodal transportation is to provide the delivery of goods, that were ordered by the manufacture just in time providing it’s safe and integrity. For optimization of all this factors according to the consignee’s preferences the expert evaluation methods are used in given research. There are lot of additional services attracted in such cases, such as: loading, unloading, repacking, changing the kind of packing (boxes, pallets, container repacking and other), in which sub-contractors take part. The union of all this processes mentioned above gives the opportunity to create the whole system of supplying the good from its seller to buyer. Every process is unique depending on the current situation and terms of delivery.
Global air transport is an open system that is influenced by a large number of factors, both related and unrelated. One of its most vulnerable components is the activity of airlines. This is especially felt during the period of hostilities. The Malaysian Airlines Boeing 777 crash as a result of being hit by a Russian missile and the 2014 Boeing 737 crash of Ukraine International Airlines in Iran as a result of being hit by Iranian anti-aircraft missiles in 2020 are examples of the vulnerability of civil aviation in the rapidly changing conditions of military operations and determine the need for anticipatory risk management of airlines. Unfortunately, the full-scale military aggression of the Russian Federation against Ukraine from the first minute dealt a devastating blow to the activity of air transport in general, and to the activity of Ukrainian airlines, in particular. In order to formulate strategic scenarios for the post-war recovery and sustainable development of air transport of Ukraine, the article proposes to use the Concept of National Integrated Risk Management of Air Transport of Ukraine.
The airport is a complex system that focuses on the intersection of the interests of different players in the transport market and different activities related to the performance of air transportation. The airport has an independent position in relation to partners and users of air transport. Therefore, the role of the airport, above all, is to unite the efforts of the air transport system and find a balance between their economic interests in order to maximize the efficient and safe use of air transport. In addition to effective cooperation with its partners, the airport must meet the requirements of international standards for aviation security, the appropriate state of infrastructure and efficiency of technological processes. States are also interested in developing, increasing the capacity of airports, expanding opportunities in the process of operation, as the airport contributes to the revival of ties between countries and the development of the global economy, tourism. Bringing the air transport infrastructure in line with international requirements is an important component of Ukraine's strategy aimed at ensuring the competitiveness of the national economy on the world market. Solving the problems of airport development is a nationwide problem that hinders the use of the high transit potential of the state. The complex and diverse challenges facing airports require rational, integrated and flexible solutions in business process management and active cooperation of air transport system participants, which is manifested in the coordination of strategic, tactical and operational decisions. The article is devoted to improving approaches to strategic management of airport efficiency and safety in the process of ensuring the implementation of international air and multimodal logistics services.
Openness to the negative consequences of global, regional and national financial crises, the tragic events associated with the activities of terrorist organizations and, first of all, the global COVID 19 pandemic lead to the fact that the issues of efficiency and economic feasibility are among the priorities in solving the challenge of maintaining an appropriate safety level. In fact, the philosophy of aviation safety is changing from an understanding of its purely technical and technological component and extends to determining the severity of risks to property, life and health of people, the environment, financial security, and legal liability of enterprises have shocked aviation transport. At the same time, harmonization, integrity and operational interchangeability of the industry's integrated security system are achieved; the worldwide exchange of safety-related information; global systemic hazards are identified and eliminated at an early stage. The effective management of aviation safety requires a systematic approach to the development of policies, procedures and recommended practices. Safety management integrates different types of aviation activities into a single whole. The main challenges of Ukrainian air transport in the context of the globalization of the air transportation market are the annexation of Crimea, the armed conflict in the east of Ukraine, the tragedy of the Boeing-777 of Malaysian Airlines, the closure of airspace over the vast territory of Ukraine, the refusal to fly over the Russian Federation, the tragedy of the Boeing-737 of International Airlines Ukraine” in Iran and, to a greater extent, the COVID-19 pandemic. These challenges are reflected in almost all macro, meso and microeconomic indicators of the activity and infrastructure of air transport. However, air transport is not only an open system, but also an adaptive system. Modern challenges of its activities indicate the need to develop strategic scenarios and develop a mechanism for institutional support for further sustainable development, taking into account the dynamic external environment, constant changes in the structure and intensity of threats and uncertainties.
