IMO enforce new regulation known as IMO 2020 Sulphur Cap which limits the sulphur content in the fuel oil used onboard ships. This new global sulphur cap is a significant challenge for the shipping industry. The compliance options may be classified into three main options: using alternative fuels, low-sulphur fuel oil, and scrubbers. Each option comes with some advantages and disadvantages which creates a trade-off between the options. Some options may require a higher initial investment in terms of capital expenses, and some are more expensive during operations than others. A comparison analysis will be conducted with respect to the environmental and economic aspects.
ABSTRAK Indonesia sebagai negara dengan perairan yang luas, membuat moda transportasi berupa ferry ro-ro menjadi transportasi utama untuk logistic dan juga penumpang. Diangkatnya restriksi mengenai COVID-19 juga semakin membuat kebutuhan terhadap moda transportasi ini semakin meningkat. Namun, faktor keselamatan masih menjadi faktor yang belum terlalu diperhatikan sehingga terdapat beberapa kecelakaan melibatkan kapal ferry ro-ro. Salah satunya adalah miringnya kapal ferry Lestari Maju. Kapal berlayar dari Dermaga Pelabuhan Bira menuju ke Pelabuhan Pamatata namun di tengah pelayaran kapal dihantam ombak sehingga terdapat air yang masuk kemudian hal tersebut mengakitbatkan miringnya kapal Lestari Maju. Selanjutnya, analisis kecelakaan dengan menggunakan Accident Mapping (AcciMap) akan digunakan untuk menganalisis lebih dalam penelitian ini. Faktor manusia, organisasi antara lain perusahaan pelayaran, pemerintah lokal dan pusat menjadi beberapa factor yang berkontribusi dalam kecelakaan tersbut. Oleh karena itu dapat ditentukan rekomendasi yang sesuai bagi pihak terkait dan juga meminimalisir terjadinya kejadian serupa di masa yang akan datang. Kata kunci : Ferry Ro-Ro, Lestari Maju, Accident Causation Model, AcciMap ABSTRACT Indonesia as a country with vast waters, makes the mode of transportation in the form of ferries ro-ro the main transportation for logistics as well as passengers. The lifting of restrictions regarding COVID-19 has also increased the need for this mode of transportation. However, the safety factor is still a factor that has not been given much attention so that there have been several accidents involving ro-ro ferries. One of them is the tilt of the Lestari Maju ferry. The ship sailed from the Bira Harbor Pier to Pamatata Harbor but in the middle of the voyage the ship was hit by waves so that water came in and this caused the Lestari Maju ship to tilt. Furthermore, accident analysis using Accident Mapping (AcciMap) will be used to analyze more in this study. Human factors, organizations including shipping companies, local and central government are several factors that contribute to the accident. Therefore, appropriate recommendations can be determined for related parties and also minimize the occurrence of similar incidents in the future. Mina Jaya Niaga fishing vessel procurement project were unsuccessful. There are 34 planned to be built but only 14 were able to be finished. Through the Minister of Maritime Affairs and Fisheries, the government intended to use the vessels again. Based on the recent survey, Mina Jaya Niaga 11 is one of the five vessels which still worthy to be repaired. The government intended to use the vessel because there is still a potency of tuna fishing in Indonesia. The demand for tuna in the market is growed as Tuna is one of the high-value marine commodity and popular in the world. An economic feasibility study is likely to be conducted to analyze whether the vessel is feasible or not. The capital expenditure, one of the components to be used for feasibility study needed to be examined. The capital expenditure in this project is the estimation cost of the ship refurbishment. Work breakdown structure in order to categorize the vessel repairing aspect is used on this paper to estimating the vessel repair cost. The result of the repair cost is only the shipyard cost and the total man-hour is about 7910 hour.
