In many countries, the demand for jobs in the conventional education system far exceeds the available job offers. Under the right circumstances, open and distance learning systems have proven that they can provide quality education and training to many people at lower unit costs than conventional education systems. In remote or sparsely populated areas, it is not economically feasible to provide the full range of educational opportunities and vocational training through the conventional institutions. Video conferencing as a method of distance education enables learning and training to be delivered in a more efficient and economical way. Due to the rapid development of technology, the idea that a student is trained as a young person for the same life-long job is becoming less viable. Most people are likely to change the profession for at least two or three times throughout their careers. This paper provides some technologies and standards used in video conferencing. In addition, it outlines some basic types of video conferencing and equipment requirements.
Abstract:The applica on of intelligent transport systems (hereina er ITSs) on roads enables con nuous monitoring of road users during a whole year with the aim to collect good-quality data based on which the more complex analyses could be done, such as monitoring of certain traffi c safety indicators. Automa c traffi c counters are one of the most commonly implemented ITSs for collec ng traffi c fl ow parameters that are relevant for traffi c management on state roads in Republic of Serbia. This paper presents one of the possible ways to collect, analyze and present data on road users' speeds using automa c traffi c counters, where certain traffi c safety indicators are analyzed in terms of road users' compliance with the speed limit on the road sec on from Mali Pozarevac to Kragujevac. Based on the analyses of data downloaded from automa c traffi c counters, it is observed that an extremely high percentage of vehicles drive at speed higher than the speed limit, indica ng clearly to higher traffi c accident risk, as well as to the need for a tendency to implement speed management on roads using ITS in the forthcoming period.
This paper presents a concrete road safety inspec on of intersec on on the primary road (major road) M4 in the place Vrbanja near Banja Luka. The said intersec on is where the major road and access road to newly constructed cemetery in Banjaluka intersect. A er the inspec on, the Public Company "Republic of Srpska Motorways" as road administra on implemented some recommenda ons from the fi nal Report on road safety inspec on in order to improve these procedures.Also, an analysis was carried out to iden fy the condi ons before and a er the audit and par al implementa on of recommenda ons.
Traffi c accidents with the most severe consequences, i.e. killed in traffi c accidents and great material damage, are the result of numerous complex impact factors. Among these important factors, there are diff erent me parameters, that is, meteorological parameters. Research on the impact of weather parameters on the occurrence of traffi c accidents was the subject of research in the early 70s of the twen eth century. Weather condi ons usually have a double impact on the occurrence of traffi c accidents such as: the impact on the risk of a traffi c accident and the impact on the exposure to the risk of an accident. In other words, it can be said that the me parameters infl uence directly and indirectly on the safety of traffi c, or the occurrence of traffi c accidents. Namely, it has been proven that the weather condi ons infl uence the change in the structure of the traffi c fl ow (change of mode of transport), as well as the total number of realized trips. Although the impression is that the impact of weather condi ons on the occurrence of traffi c accidents is unambiguous and clear, concrete research on the impact of weather condi ons is quite rare and the results some mes diff er from the expected ones. Through a review report, a special aspect of the analysis will focus on iden fying concrete changes in the characteris cs of me, with the aim of recognizing their impact on the number of traffi c accidents with the most severe consequences in the Republic of Srpska.
The paper describes the importance and the role of the subsystem of flexible transportation of passengers (paratransit) in the system of a public city transportation of passengers (PCTP). It is a system with several forms and can be defined by several parameters, but in large number of cities in the world it gains more importance in the PCTP system. This paper describes this system with its characteristics, i.e. its positive characteristics that lead to increased combined mobility of population in cities in the PCTP system, i.e. to decreased use of passenger cars.
