Der Beitrag stellt neuere empirische Untersuchungen zur Wahrnehmung und Bewertung der öffentlichen Verwaltung durch die BürgerInnen und zur diesbezüglichen Berichterstattung der Printmedien vor. Dabei wird zunächst gezeigt, dass die Bevölkerungsreaktionen nicht nur insgesamt ambivalent ausfallen, sondern dass auch die einzelnen Befragten Meinungs-Dissonanzen aufweisen, bei denen dezidierte Bürokratiekritik mit positiven Beschreibungen persönlicher Erfahrungen einhergehen. Dies führt zur Frage nach der potenziellen Bedeutung der Printmedien bei der Erzeugung von Urteilen und insbesondere von negativen Stereotypen über die öffentliche Verwaltung. Es kann gezeigt werden, dass es eine breite Berichterstattung gibt und dass diese überwiegend kritisch ausfällt. Da belegbar ist, dass die empirischen Daten ein – auch von der Verwaltungsmodernisierung kaum beeinflusstes – Dauerphänomen beschreiben, wird abschließend nach den Funktionen und Folgen dieses als „perpetuum mobile“ bezeichnetes Phänomen für das politisch-administrative System gefragt. In Form einer Thesensammlung wird der Prozess als dauerhafter Antriebsmotor für Reformen der bürgerbezogenen Verwaltungsarchitekturen skizziert.
