RESUMO O objetivo deste artigo é problematizar as políticas de preservação do patrimônio cultural do imigrante europeu em Santa Catarina durante a década de 1980. Para tanto, será analisada parte das ações empreendidas pelo Instituto do Patrimônio Histórico e Artístico Nacional (Iphan) e pela Fundação Catarinense de Cultura (FCC) que culminaram na formação dos Roteiros Nacionais de Imigração. Esse projeto definiu, por meio de ações de salvaguarda do patrimônio cultural, qual era o lugar do patrimônio do imigrante e como se daria sua preservação no Brasil e em Santa Catarina. O artigo destaca ainda como o imigrante - e, consequentemente, seu patrimônio - adquiriu valor dentro da política de preservação estadual de forma a construir, para o estado catarinense, uma perspectiva de patrimônio cultural calcada essencialmente em questões étnicas.
O objetivo do artigo é analisar o debate em torno do tombamento dos bens que integram o Projeto Roteiros Nacionais de Imigração em Santa Catarina a fim de perceber quais tensões estão presentes nessa proposta. O projeto, que é uma ação conjunta entre IPHAN, Fundação Catarinense de Cultura e prefeituras municipais, tratou de propor o tombamento de bens culturais ligados a alguns grupos de imigrantes em Santa Catarina e instituir roteiros turísticos. Os dossiês de tombamento e a ata do Conselho Consultivo, percebidos à luz do patrimônio cultural como campo de tensão, possibilitaram inferir que a atribuição de valores aos bens culturais é uma atitude política, repleta de disputas de toda ordem que permitem visibilizar ou não os sujeitos sociais envolvidos no processo.
Nesse segundo número do nono volume da Revista Desenvolvimento Socioeconômico em Debate de 2022, apresentamos quatro artigos com ampla representatividade regional e temas que se entrecruzam. O primeiro artigo é de autoria de Juliano Vargas e André Luiz de Santana Dias, ambos da Universidade Federal do Piauí, intitulado “Setor de serviços no estado do Piauí: evolução histórica e análise econômica do período 2007-2017”. O artigo tem como objetivo apresentar propostas de políticas pública para a dinamização do setor de serviços no Piauí visando à promoção do desenvolvimento socioeconômico. O segundo artigo é assinado por Railson Marques Garcez, da Universidade Federal do Maranhã, com o título “Ciência, tecnologia e inovação (CT&I) como proxy para uma estratégia nacional de desenvolvimento econômico e social”. O artigo versa sobre as principais estratégias levadas a cabo pelo Ministério do Planejamento, são elas: Estratégia Brasileira para a transformação digital (E-digital), Estratégia Nacional de Ciência, Tecnologia e Inovação (Encti) e Estratégia Nacional de Desenvolvimento Econômico e Social (Endes). O artigo chama a atenção para a relevância de uma estratégia de desenvolvimento nacional pautada na ciência e tecnologia. Na sequência a RSDS traz o artigo sob o título “Custos logísticos em uma agroindústria de beneficiamento de arroz localizada no Sul de Santa Catarina”. O artigo, resultado de uma consistente pesquisa, é assinado por Eduardo Tramontin Castanha e Andréia Cittadin, ambos da Universidade Federal de Santa Catarina, e Milla Lúcia Ferreira Guimarães, professora da Universidade do Extremo Sul Catarinense. Tal com definido no resumo do artigo, seu objetivo é “verificar os custos logísticos e a percepção dos gestores quanto às informações para sua gestão a partir do caso de uma agroindústria de beneficiamento de arroz de Santa Catarina”. Uma relevante contribuição para estudos setorializados da economia sul catarinense. Por fim, o quatro artigo é de autoria de Iuri Felipe Bezerra de Freitas e Andreia Brasil Santos, pesquisadores da Universidade Federal do Amazonas, e tem com título “A saúde nos municípios amazonenses no período 2013-2018: um olhar a partir da distribuição dos gastos públicos”. Nele, os autores, analisam a distribuição dos recursos públicos em saúde nos municípios do estado do Amazonas. Estabeleceu-se uma relação entre gastos públicos per capita em saúde com a renda gerada e o crescimento populacional. Concluímos a apresentação desse número agradecendo aos autores(as), avaliadores(as) dos artigos e toda equipe editorial que colaboram para a publicação de mais um número da Revista RSDS. Boa Leitura. ResumoEste artigo tem como objetivo perceber como se pode pensar as políticas públicas de preservação do patrimônio cultural brasileiro a partir dos Roteiros Nacionais de Imigração. Em síntese, o projeto Roteiros se constitui numa proposta nacional da primeira fase do reconhecimento e proteção do patrimônio dos imigrantes em Santa Catarina realizado através da parceria entre o IPHAN e a Fundação Catarinense de Cultura (FCC). É resultado de um processo realizado em três momentos: o inventário do patrimônio cultural do imigrante no estado; a seleção dos seus bens materiais e imateriais e sua indicação para o tombamento ou registro em nível municipal, estadual e/ou federal; e a instituição de uma rota turística que abranja os caminhos nos quais os bens culturais inventariados estejam presentes, dotados de legislação de proteção especifica, cujo atrativo seria marcado por referências culturais relacionadas à imigração de italianos, alemães, poloneses e ucranianos em Santa Catarina. O texto problematiza as relações entre memória e identidade; entre órgão federal e estadual de preservação; a patrimonialização dos bens culturais e sua apropriação pelo turismo. Por fim pondera a respeito da institucionalização dos Roteiros Nacionais de Imigração como forma de pensar a Paisagem Cultural do Estado de Santa Catarina e suas possibilidades de uso. Public policy on heritage preservation from the National ImmigrationItineraries: the case of Santa Catarina State. AbstractThis article aims to perceive how it is possible to conceive of public politics of Brazilian cultural patrimony preservation from the National Routes of Immigration. In summary, the project is en route to a national proposal of the first stage of recognition and protection of the heritage of immigrants in the Santa Catarina conducted through a partnership between the Foundation and the Santa Catarina IPHAN Culture (FCC). It results from a process carried out in three stages: the inventory of cultural heritage of immigrants in state, the selection of its tangible and intangible assets and its indication for the registration or registration at the municipal, state and / or federal institution and a tourist route that covers the ways in which cultural goods inventory are present, provided with protection legislation specifies whose appeal would be marked by cultural references related to the immigration of Italians, Germans, Poles and Ukrainians in Santa Catarina. The text discusses the relationship between memory and identity; the relationships between the federal and state of preservation; patrimonialization of cultural property and its appropriation by tourism. Finally ponders the institutionalization of the National Immigration itineraries as a way of thinking about the Cultural Landscape of the State of Santa Catarina and its uses.
