Russland übt-unterstützt von einigen GUS-Staaten-starke Kritik an der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE). Sie konzentriere sich zu sehr auf Menschenrechtsfragen und vernachlässige aktuelle Sicherheitsprobleme. Gleichzeitig sieht sich Russland innerhalb der Organisation selbst Kritik ausgesetzt. Dieses Spannungsverhältnis bestimmt die derzeitige Debatte über die Zukunft der Organisation.
Die geographische Lage von Ukraine und Belarus' am östlichen Rand der erweiterten Europäischen Union (EU) bzw. im Westen der Russländischen Föderation ist für die politische Entwicklung dieser beiden Länder von offensichtlicher Bedeutung. Sie stehen inmitten eines komplexen Beziehungsgeflechts an den Rändern dieser zwei Machtpole. Deren Perspektiven auf die Region oszillieren dabei zwischen "nahem Ausland" und "neuer Nachbarschaft". In einer solchen Interpretation erscheinen Belarus' und die Ukraine als geopolitisches Spielfeld, auf dem die Interessensgegensätze und -Überschneidungen zwischen EU und Russland manifest werden. Geopolitik, das Denken in Einflusssphären und globalen Strategien, in der Politik zum Nullsummenspiel wird, ist besonders im russländischen außenpolitischen Diskurs eine dominante Sichtweise. Sie ist aber auch für die EU mit ihrem Anspruch, ein "global player" und die einigende Kraft in Europa zu sein, relevant -selbst wenn dieser Aspekt im europäischen Diskurs selten in den Vordergrund gestellt wird. Hinzu kommt die für alle Seiten bedeutende Rolle der Energieversorgung, deren hervorstechende Bedeutung im geopolitischen Puzzle -nicht nur in der hier behandelten Region -uns durch Medienberichte beinahe täglich vor Augen geführt wird. Der vorliegende Beitrag soll einen groben Überblick über die Entwicklung des oben skizzierten Beziehungsgeflechts Ukraine-Belarus'-Russland-EU bieten und dessen politische Implikationen kurz darlegen.
UKRAINE-EU: ZÖGERLICHE ANNÄHERUNGDie Beziehungen zwischen der EU und der Ukraine waren von Beginn an durch Schwankungen und Widersprüchlichkeiten gezeichnet. Die Ukraine war zwar der erste GUS-Staat, mit dem ein Partnerschafts-und Kooperationsabkommen (PKA) unterzeichnet wurde (bereits am 16. 6. 1994), das im März 1998 in Kraft trat. Anders als die Europaabkommen mit den ostmitteleuropäischen Ländern zielte das PKA aber nicht auf die Vorbereitung eines EU-Beitritts ab, die Ukraine wurde also anders kategorisiert als z.B. die baltischen Staaten. 1 Damit waren auch die grundsätzlichen Parameter der EU-Politik
