This article attempts to forecast the pattern of development and bottlenecks during rearrangement of the Russian system of higher education in short- and medium-terms. The authors apply system analysis to study the existing realities of various aspects characterizing successfulness and opportunities to achieve academic leadership by leading Russian universities. This work maps out the existing visually perceived state of innovation ecosystems in some leading Russian universities. The studies cover such aspects of development of modern universities as budgeting and properties of its constituents, ability of universities to efficiently perform research and to use the obtained results, transition to mastering and development of various EdTech methods, policy of educational entities in the field of further education and further vocational education. This work describes the approach offering the use of university rating for foresight evaluation of development of Russian universities. The authors believe that in the nearest future the students will be more independent regarding selection of the required knowledge at universities, aiming at acquiring individually-oriented knowledge; the complex system of interaction between universities and ambient world demonstrates not only the importance of high-quality educational process but also of professionally arranged information communication channels.
This article aims to fully investigate the activities of the Federal Universities of Russia in the context of various aspects of development and to find appropriate comprehensive assessment methods that can be applied to modern universities that meet the best global standards. The main methods of research are comparative analysis and the formation of qualimetric models based on synthetically selected evaluation criteria. Structural changes in the activities of Russian federal universities have been analyzed. Authors analyze scientific, educational and social activities and other parameters. Particular attention is paid to the development of the ecosystem of innovations in Russian federal universities, its constituent elements and the peculiarities of their functioning. The study provides an opportunity to combine various aspects in the model of university activities. The article presents a comparative analysis of the development of federal universities and their ranking by integrated assessment. The development of communication channels between the academic community and mass audiences was analyzed, also the publication activity of federal universities was evaluated. The authors propose the main methods and sources of collection, processing and verification of disparate information on the state of innovation ecosystems in Russian federal universities. The proposed methodology, unlike existing approaches, allows a comprehensive assessment of the successful and underdeveloped activities of modern universities in both statistics and dynamics. The conclusion of the work is the need for a comprehensive analysis of federal universities by building a qualification parametric model on a regular basis.
The article analyzes the current level of development of Russian universities located in the Northwestern Federal District (NWFD), examines various aspects of their activities, and searches for an adequate comprehensive assessment of the effectiveness of a modern university that meets the standards of the best world practices. As part of the research of the National University Rating Interfax (NUR-Interfax) analytical group, an information base has been accumulated on a number of indicators of Russian universities. Some observations from the analysis of the NUR-Interfax rating databank are presented in this paper. Within the framework of the restart of the National Projects (NP) in 2019-2024, it is planned to merge NP Science and NP Education into a single NP that has an almost well-established name "Science and Universities". The project aims at continuity in the development of the higher education system in the Russian Federation. The most attention in the regions of Russia should be given to the creation of so-called "belts of innovative enterprises" around the leading regional university. The universities themselves, in turn, should clearly define priorities and create realistic and promising development programs in order to produce the effect of a "snowball of progress" in the university to attract all types of resources, not only material, but also human. The development of higher education should follow and correspond to the global trends in the development of the 21st century university. However, the features of the socio-political and economic development of the Northwestern Federal District, primarily the level of the actual development of universities and their geographical location, should be taken into account.
