Entre 1910-1917, diversos procesos antagónicos, representados en posturas políticas-ideológicas, configuraron los sistemas electorales y de participación política en Colombia, México y Argentina. En este artículo, se describen los contextos de desenvolvimiento de los sistemas electorales y de derechos y libertades en estos países, conforme a dos posturas políticas e ideológicas. En ese sentido, se presentan las tensiones de poder entre una visión de Estado liberal, que privilegia libertades y derechos individuales, y la perspectiva del Estado unitario y centralista, que suprime todo tipo de expresión diferente al orden establecido.
