Inadequate funding levels are a major impediment to effective global biodiversity conservation and are likely associated with recent failures to meet United Nations biodiversity targets. Some countries are more severely underfunded than others and therefore represent urgent financial priorities. However, attempts to identify these highly underfunded countries have been hampered for decades by poor and incomplete data on actual spending, coupled with uncertainty and lack of consensus over the relative size of spending gaps. Here, we assemble a global database of annual conservation spending. We then develop a statistical model that explains 86% of variation in conservation expenditures, and use this to identify countries where funding is robustly below expected levels. The 40 most severely underfunded countries contain 32% of all threatened mammalian diversity and include neighbors in some of the world's most biodiversity-rich areas (Sundaland, Wallacea, and Near Oceania). However, very modest increases in international assistance would achieve a large improvement in the relative adequacy of global conservation finance. Background: Global policy initiatives and international conservation organizations have sought to emphasize and strengthen the link between the conservation of natural ecosystems and human development. While many indices have been developed to measure various social outcomes to conservation interventions, the quantity and strength of evidence to support the effects, both positive and negative, of conservation on different dimensions of human wellbeing, remain unclear, dispersed and inconsistent. Methods:We searched 11 academic citation databases, two search engines and 30 organisational websites for relevant articles using search terms tested with a library of 20 relevant articles. Key informants were contacted with requests for articles and possible sources of evidence. Articles were screened for relevance against predefined inclusion criteria at title, abstract and full text levels according to a published protocol. Included articles were coded using a questionnaire. A critical appraisal of eight systematic reviews was conducted to assess the reliability of methods and confidence in study findings. A visual matrix of the occurrence and extent of existing evidence was also produced.Results: A total of 1043 articles were included in the systematic map database. Included articles measured effects across eight nature conservation-related intervention and ten human well-being related outcome categories. Linkages between interventions and outcomes with high occurrence of evidence include resource management interventions, such as fisheries and forestry, and economic and material outcomes. Over 25 % of included articles examined linkages between protected areas and aspects of economic well-being. Fewer than 2 % of articles evaluated human health outcomes. Robust study designs were limited with less than 9 % of articles using quantitative approaches to evaluate causal effects of interventions. Over 700 articles occurred in forest biomes with less than 50 articles in deserts or mangroves, combined. Conclusions:The evidence base is growing on conservation-human well-being linkages, but biases in the extent and robustness of articles on key linkages persist. Priorities for systematic review, include linkages between marine resource management and economic/material well-being outcomes; and protected areas and governance outcomes. Greater and more robust evidence is needed for many established interventions to better understand synergies and trade-offs between interventions, in particular those that are emerging or contested.
Halting global biodiversity loss is central to the Convention on Biological Diversity and United Nations Sustainable Development Goals, but success to date has been very limited. A critical determinant of success in achieving these goals is the financing that is committed to maintaining biodiversity; however, financing decisions are hindered by considerable uncertainty over the likely impact of any conservation investment. For greater effectiveness, we need an evidence-based model that shows how conservation spending quantitatively reduces the rate of biodiversity loss. Here we demonstrate such a model, and empirically quantify how conservation investment reduced biodiversity loss in 109 countries (signatories to the Convention on Biological Diversity and Sustainable Development Goals), by a median average of 29% per country between 1996 and 2008. We also show that biodiversity changes in signatory countries can be predicted with high accuracy, using a dual model that balances the effects of conservation investment against those of economic, agricultural and population growth (human development pressures). Decision-makers can use this model to forecast the improvement that any proposed biodiversity budget would achieve under various scenarios of human development pressure, and then compare these forecasts to any chosen policy target. We find that the impact of spending decreases as human development pressures grow, which implies that funding may need to increase over time. The model offers a flexible tool for balancing the Sustainable Development Goals of human development and maintaining biodiversity, by predicting the dynamic changes in conservation finance that will be needed as human development proceeds.
Developed in concert with the Learning Disabilities Association of America (LDA), this White Paper regarding specific learning disabilities identification and intervention represents the expert consensus of 58 accomplished scholars in education, psychology, medicine, and the law. Survey responses and empirical evidence suggest that five conclusions are warranted: 1) The SLD definition should be maintained and the statutory requirements in SLD identification procedures should be strengthened; 2) neither ability-achievement discrepancy analysis nor failure to respond to intervention alone is sufficient for SLD identification; 3) a “third method” approach that identifies a pattern of psychological processing strengths and weaknesses, and achievement deficits consistent with this pattern of processing weaknesses, makes the most empirical and clinical sense; 4) an empirically-validated RTI model could be used to prevent learning problems, but comprehensive evaluations should occur for SLD identification purposes, and children with SLD need individualized interventions based on specific learning needs, not merely more intense interventions; and 5) assessment of cognitive and neuropsychological processes should be used for both SLD identification and intervention purposes.
There is little systematic knowledge about the magnitude and allocation of international funding flows to support biodiversity conservation in the developing world. Using the newly released AidData compilation, we present a comprehensive assessment of official donor assistance for biodiversity during 1980-2008. We find that biodiversity aid increased markedly in the early 1990s, but that estimates of current aid are likely overstated and donor commitments at the 1992 Rio Earth Summit have not been met. Aid has been well targeted, however, in that the allocation of biodiversity aid is positively associated with the number of threatened species in recipient countries after controlling for country size, national population, and wealth. Biodiversity aid is also positively associated with indicators of good governance. Our results provide an empirical measure of progress toward international conservation funding targets, a baseline against which future flows can be compared, and information necessary to assess the effectiveness of biodiversity aid.
To achieve global food security, we need to approximately double food production over the coming decades. Conventional agriculture is the mainstream approach to achieving this target but has also caused extensive environmental and social harms. The consensus is that we now need an agriculture that can ''multi-functionally'' increase food production while simultaneously enhancing social and environmental goals, as committed to in the sustainable development goals (SDGs). Farming also needs to become more resilient to multiple insecurities including climate change, soil degradation, and market unpredictability, all of which reduce sustainability and are likely to exacerbate hunger. Here, we illustrate how agroforestry systems can increase yield while also advancing multiple SDGs, especially for the small developing-world agriculturalists central to the SDG framework. Agroforestry also increases resilience of crops and farm livelihoods, especially among the most vulnerable food producers. However, conventional yield-enhancement strategies have naturally dominated the debate on food production, hindering implementation of more multifunctional alternatives. Governments and institutions now have the opportunity to rebalance agricultural policy and investment toward such multigoal approaches. In doing so, they could achieve important improvements on multiple international commitments around the interlinked themes of food security, climate change, biodiversity conservation, and social well-being.
