ResumoO artigo discute a desigualdade no acesso aos serviços públicos de saneamento básico na cidade de Salvador-BA, frente aos investimentos realizados nas últimas décadas. Para isso, foram utilizados dados do Censo Demográfico de 2010, do Instituto Brasileiro de Geografia e Estatística (IBGE) e do Sistema Nacional de Informações sobre o Saneamento (SNIS. Foram selecionadas variáveis sociais (cor, renda e escolaridade), visando investigar os avanços do acesso aos serviços, tendo como base essas variáveis. Considerou-se a desigualdade como fruto de uma realidade estrutural das sociedades capitalistas, sendo que o acesso aos serviços públicos de saneamento básico é um dos indicadores capazes de revelar processos excludentes próprios dessa sociedade. O estudo revelou a desigualdade no acesso aos serviços públicos de saneamento básico em Salvador, constatando-se a existência de relações estatísticas significantes (p<0,05) entre as variáveis sociais e as de acesso aos serviços. O mapeamento dos Índices de Saneamento Básico (Isb) dos bairros mostrou que o acesso aos serviços é desigual entre esses territórios da Cidade. Pôde-se concluir que tais desigualdades têm forte relação com as condições sociais (renda, cor e escolaridade) e com o local de moradia. Evidenciou-se que os significantes investimentos governamentais nas últimas décadas não foram capazes de alterar o quadro de desigualdade, demonstrando que a garantia do direito ao saneamento básico exige uma forte revisão do papel e teor das políticas públicas no Município.Palavras-chave: acesso aos serviços, desigualdades, saneamento básico.
AbstractThe article discusses the inequality in access to public basic sanitation services in the city of Salvador, Bahia compared to investments made in recent decades. For this, Census data of 2010 from the Brazilian Institute of Geography and Statistics (IBGE) and the National Information System on Basic Sanitation (SNIS) were used. To study social variables were selected (ethnicity, income and education) in order to investigate the progress of access to services, compared to these variables. In the study it was found that inequality is the result of a structural reality of capitalist societies, and access to public sanitation services is one of the indicators to gauge own exclusive processes of a society guided by the production and circulation of goods for production value. A criação de condições para o desenvolvimento de autonomia é um dos principais desafios a serem enfrentados pela gestão dialógica de projetos socioambientais. Nesse sentido, as atividades de gestão deveriam buscar criar condições básicas para o desenvolvimento da autonomia da comunidade local impactada por esses projetos. Todavia, carecemos de um conhecimento específico sobre como aplicar a gestão dialógica de projetos socioambientais e como enfrentar o desafio da autonomia que permeia os chamados “beneficiários” desses projetos. O objetivo desta pesquisa é detalhar a gestão dialógica de projetos socioambientais e propor uma forma prática de enfrentamento do desafio da autonomia em projetos socioambientais. A metodologia de pesquisa é baseada em estudo de casos múltiplos de projetos socioambientais. Os resultados da pesquisa abrem novos caminhos para qualificar, aplicar e melhorar a prática da gestão de projetos socioambientais com vistas a contribuir com o desenvolvimento de recursos práticos e promover a autonomia das comunidades envolvidas nesses projetos nos territórios de incidência.
