La Modernidad ha tenido como una doble característica, por un lado, la creencia en el progreso y, por otro, la aniquilación de los acuerdos societales y económicos "tradicionales". Sin embargo, dentro de esta incesante revolución el individuo moderno encontró en el Estado-nación un reemplazo o anclaje. La volatilidad de la modernidad sólida fue controlada o limitada por medio de la identidad y la pertenencia "nacional". Dentro de la modernidad líquida, el anclaje moderno del Estado-nación es cuestionado. Un estudio de caso sobre el Club Morelia del fútbol mexicano analiza el anclaje-volatilidad en el fútbol desde 1981, estudiando al jugador, a las plantillas de jugadores, a los directores técnicos y al aficionado. El objetivo es analizar las consecuencias que la volatilidad de los principales actores del fútbol tiene no sólo para el fútbol sino para la sociedad posmoderna en general.Palabras clave: Fútbol, modernidad, posmodernidad, Estado-nación, identidad.Modernity is two-faced: on the one hand, it has a profound belief in progress; on the other, it seeks to annihilate "traditional" societal and economic agreements. But within this unceasing revolution the modern individual found a substitute or anchor in the Nation-state. While the volatility of "solid" modernity was controlled or limited by means of a "national" identity and belonging, in "liquid" modernity the modern anchor of the Nation-state comes under scrutiny. This case study of Club Morelia in Mexico's national soccer league analyzes the anchoring-volatility that has characterized soccer in the country since 1981 by examining the players, the rosters, the coaches, and the fans. The objective is to elucidate the consequences that the volatility of the principle actors involved have not only for the sport but for postmodern society in general.
Los acuerdos de hermanamiento son los instrumentos de cooperación descentralizada más utilizados por los gobiernos locales. La realidad sugiere que suelen ser instrumentos con poca utilidad práctica. A través de un cuestionario se analiza la gestión e implementación de los acuerdos de hermanamiento por parte de 20 gobiernos municipales de Guanajuato y Oaxaca, México. Los resultados identifican una baja prioridad y atención por parte de los gobiernos municipales. Se sugiere que la paradiplomacia universitaria puede coadyuvar, desde el modelo de gobernanza, planteado por Hufty, a una mejor gestión e implementación de los acuerdos de hermanamiento.
RESUMENSe describen los eventos políticos más relevantes en México durante 2013, primer año del gobierno de la alternancia con la presidencia del Partido Revolucionario Institucional. La correlación de fuerzas fue favorable al PRI, partido que gobierna también la mayoría de los municipios y estados en el país, y que mantiene una mayoría relativa en ambas Cámaras del Congreso y en más de la mitad de las legislaturas locales. El "Pacto por México", firmado por el Presidente y los líderes de los tres principales partidos, definió el rumbo de una serie de reformas en diversos ámbitos económicos y políticos, pero generaron la oposición y la movilización de diversos sectores de la sociedad y algunos segmentos de la opinión pública.Palabras clave: México, "Pacto por México", sindicatos, reformas, descontento social.
ABSTRACTThis paper describes the most relevant political events of 2013 in Mexico during the first year of the new presidency of the Partido Revolucionario Institucional (PRI). The power correlation favored the PRI, the political party that not only holds the presidency but also holds the majority of states and municipalities in Mexico. The PRI also holds a relative majority in both houses of Congress and in over half of the states' congresses. The so-called "Pacto por México", signed by the Mexican President and the leaders of the three main political parties set the stage for the successful passing of diverse political and economic reforms. Nonetheless, these reforms have generated opposition, mobilizations, and in some cases street rallies among some sectors of the public opinion and the greater society.
