It seems clear that African leaders are not aware of the maritime dimension of their states, which has led to a subordination of maritime affairs compared to land issues, as it is essential that African states begin to take concrete steps in order to establish, on the continent, a true maritime security and defense architecture, with the aim of making the best use of the opportunities offered by the oceans, in the name of the interests of these States. The approach was possible, using a bibliographic and documentary review, through a qualitative methodology, following a deductive reasoning.
Resumo A conceptualização operacional da Segurança Nacional é frequentemente identificada como sendo difusa e cada vez mais abrangente, mormente por na atualidade esta se encontrar relacionada ao contexto geopolítico e aos atores em referência. A análise conceptual aqui apresentada tem como objetivo principal abordar o conceito de Segurança Nacional, fazendo uma correlação com o crescimento do terrorismo marítimo no continente africano em geral, tendo como enfoque particular a sua incidência nas suas regiões, enquadrado pelos debates das relações internacionais. A hipótese central do trabalho é de que a abordagem ao fenómeno do terrorismo marítimo no continente africano deverá ser tratada ao nível de um regime de segurança conjunto entre os Estados africanos. Nesta perspetiva, paralelamente ao enquadramento conceptual surgem como elementos centrais neste ensaio, a abordagem ao papel dos Estados na segurança territorial face ao crescimento das ameaças terroristas no mar em todo continente e a identificação dos principais desafios que se colocam à segurança nacional, nesta região do globo, onde a abordagem securitária conjunta entre os Estados se revelou fundamental, para contrariar a tendência ascendente dos movimentos do terrorismo transnacional.
O presente artigo parte da consciência de que na atual conjuntura internacional em que se observa, cada vez mais, a diminuição da importância das fronteiras físicas, à Angola se exige uma adaptação das estratégias geopo-líticas, geoestratégicas, geoeconômicas e até ideológicas, em nome dos interesses coletivos. Destarte, interessará por isso reflectir sobre os principais contributos que o Mar pode acrescentar à ação diplomática na realização da Política Externa de Angola, tendo como matriz o sistema de relações internacionais, cada vez mais em transfor-mação e interdependência. Pretende-se assim apresentar uma visão diferenciada, por meio de uma abordagem qualitativa, mediante um raciocínio dedutivo, que versa sobre a importância estratégica dos Oceanos, enquanto instrumento por excelência de projeção, afirmação e de-senvolvimento da Política Externa Angolana, em que se infere que, enquanto Angola não apostar na sua compo-nente naval, os proveitos que poderá alcançar do Mar, como instrumento essencial para a sua ação externa, se-rão insignificantes.
A visão apresentada no presente artigo científico tem o principal objetivo de fomentar a consciência no seio dos principais decisores políticos, económicos e acadêmicos, de que Angola necessita de uma nova abordagem à governança dos assuntos do mar, especialmente devido ao atual contexto de recessão da economia nacional, onde o pensamento político da governação do mar pode alterar o modo totalmente displicente de exercer o poder e de explorar os recursos do oceano. Esta abordagem foi possível, através de uma revisão bibliográfica e documental, adotando uma abordagem qualitativa, mediante um raciocínio dedutivo. Portanto, Angola, à semelhança de outros Estados costeiros, precisa de assumir uma gestão e exploração integrada e tridimensional dos assuntos do mar, como um desígnio estratégico nacional, onde a edificação de uma Economia do mar, clusterizada, representará o núcleo duro de uma governaça integrada dos espaços marítimos em Angola.
