Les mouvements de protestation de l’hiver 2010-2011, qui ont conduit à la chute du régime de Ben Ali, ont avancé un certain nombre de revendications socio-économiques autour des questions de l’emploi, du développement et de la justice, notamment portées par les jeunes des régions dites marginalisées de l’intérieur et du Sud, des quartiers défavorisés et de manière générale par les groupes sociaux qui ont été exclus par les politiques de développement économique et social de l’ancien régime. Ces revendications ont été plutôt reprises par les associations qui ont essayé de mettre en place des nouvelles manières de faire le développement, face à l’incapacité de l’État de répondre aux besoins de la population. Dans ce contexte, la grammaire de l’économie sociale et solidaire (ESS) se généralise à la fois comme « alternative » socio-économique aux stratégies de développement de l’État et comme modèle légitime de l’action associative. À partir du cas de la région de Médenine, notre article vise à montrer comment la grammaire de l’ESS, greffée par les acteurs internationaux et élaborée dans l’arène nationale, permet à la fois le déploiement de nouvelles dynamiques hégémoniques et la création de nouveaux réseaux afin de légitimer les stratégies d’insertion des groupes sociaux exclus auparavant.
À travers les cas de deux associations caritatives de la ville de Sfax, en Tunisie, l’analyse se focalise sur trois instruments d’action – le livre comptable, l’organigramme et la base des données des bénéficiaires –, afin de mettre au jour les tensions et les ambiguïtés des dynamiques de mise en forme bureaucratique de l’action associative. Ces tensions et ambiguïtés montrent que la définition des instruments d’action associative ouvre davantage de marges de manœuvre pour les responsables des associations. Dans ce cadre, la conformité des procédures de l’association aux normes imposées par l’État, qui lui assure la légitimité de son action, semble moins le résultat d’une réelle volonté de collaboration avec l’État qu’une appropriation des logiques étatistes de la part des responsables des associations. Ces responsables jouent un rôle grandissant, en devenant à la fois des managers de la charité et les garants du fonctionnement de la chaîne sectorielle. La mise en forme bureaucratique de l’action associative se révèle ainsi être un processus de passage des associations de la fonction d’intermédiation idéologique et clientéliste à une forme de gouvernement personnalisée, fondée sur les responsables-managers des associations.
Le budget participatif est une modalité de la démocratie locale, gage d’une meilleure participation des citoyens à la coproduction de l’action publique locale. Son usage semble remporter un certain succès dans une dizaine de communes tunisiennes depuis 2014, au point que se fait jour la volonté de plusieurs acteurs étatiques et associatifs de l’institutionnaliser à l’échelle nationale. La promotion de dispositifs participatifs au niveau local est loin d’être une « idée neuve » en Tunisie et fut jadis au service d’un projet de légitimation du régime et de contrôle de proximité des citoyens. Mais dans ses nouvelles mises en œuvre, sans rompre totalement avec les anciennes logiques, il permet d’identifier certaines des dynamiques territoriales et politiques qui façonnent le processus de décentralisation dans la Tunisie de l’après-Ben Ali. A partir d’une entrée par les policy transfers, nous montrons que le budget participatif est le fruit d’une combinatoire. D’un côté, il est le produit de la rencontre entre des arènes circulatoires de la participation et des entrepreneurs locaux du monde associatif ; de l’autre, il est au cœur d’enjeux et de luttes politiques territorialement situées. Espace d’énonciation d’un nouveau rapport au politique, il est aussi pour plusieurs acteurs locaux, notamment les exécutifs municipaux en mal de légitimité, une opportunité de construction d’un capital politique et une modalité de cadrage des dynamiques populaires.
L’article présente les résultats d’une enquête sur les politiques de l’emploi en Tunisie post-révolution. Les enquêtes ont été menées dans les régions marginalisées de Jbeniana, Kasserine et Siliana, et prennent en considération les points de vue des acteurs impliqués dans la dynamique de l’insertion professionnelle, selon une approche territoriale. En analysant le système d’acteurs impliqués dans la création de l’emploi et la complexité des configurations locales des marchés du travail, l’article dresse un bilan d’échec de l’action publique concernant l’intégration socio-économique des jeunes par les trois voies classiques, à savoir la fonction publique, le secteur privé et l’entrepreneuriat.
