Denne artikkelen undersøker hvorvidt respondenter i norske fylkesadministrasjoner oppfatter at sentrale beslutninger influeres av eksterne aktører – gjennom vertikale relasjoner til sentraladministrative instanser og EU/EØS-institusjoner, samt horisontale relasjoner til andre fylkesadministrasjoner – og hvordan variasjonen i slike relasjoner kan forklares. Artikkelen bygger på data fra en ny spørreundersøkelse i norske fylkesadministrasjoner (N = 893), og viser hvordan fylkesadministrasjonene under visse betingelser kan opptre med to eller flere «hatter», det vil si at beslutningene som treffes influeres av flere eksterne aktører samtidig. Hovedtyngden av respondentene oppgir nasjonale sentraladministrative instanser som den viktigste relasjonen, samtidig som en betydelig andel også oppgir at EU/EØS-institusjoner har betydning når sentrale beslutninger treffes. Mønstrene som avdekkes forklares ved fylkesadministrasjonenes organisatoriske spesialisering og administrative kapasitet.
Artikkelen undersøker hvordan og i hvilken grad norske fylkesadministrasjoner berøres av EU/EØS-arbeid innenfor ulike saksområder, og i hvilken grad fylkesadministrasjonenes praktisering av EU/EØS-regelverk influeres av statlige myndigheter, EU/EØS-institusjoner og nettverk av søsterregioner. Artikkelen bidrar til litteraturen om EUs flernivåforvaltning, og innenfor denne konteksten utvider artikkelen diskusjonen om sammenvevet styring mellom forvaltningsnivåene til å inkludere subnasjonale forvaltningsenheter i analysen. Tidligere studier har vist hvordan nasjonale sentralforvaltninger, i forbindelse med iverksetting og praktisering av EU/EØS-regelverk, opptrer med flere «hatter» som deler av komplekse institusjonelle styringsmønstre med administrative relasjoner til flere aktører. Denne studien bruker kvantitative (N = 893) og kvalitative (N = 12) data for å undersøke tilsvarende forhold ved subnasjonale styringsnivåer, og sammenligner funnene med tilsvarende funn fra sentraladministrasjonsundersøkelsen i 2016. Artikkelen viser at fylkesadministrasjonene kommer i berøring med EU/EØS-arbeid i naer samme grad som departementene, og at flere eksterne aktører samtidig influerer hvordan EU/EØS-regelverk praktiseres i fylkesadministrasjonene: Sentraladministrative instanser er de viktigste eksterne aktørene, men også EU/EØS-institusjoner og «søsterregioner» har signifikant betydning. At EU/EØS-berøringen er sterkere på noen saksområder enn andre kan påvirke fylkeskommunenes tradisjonelle styringsmønstre og få implikasjoner for fylkeskommunenes interne samhørighet.
