Las “Organizaciones de la Sociedad Civil” (OSC) son organismos que surgen de la motivación de la ciudadanía para atender diversas necesidades de la población; estas organizaciones pueden obtener recursos a través de, entre otras fuentes, una autorización del Servicio de Administración Tributaria (SAT) para poder recibir donativos que sean deducibles para efectos fiscales para sus donantes. Considerando que esta autorización puede perder su vigencia o revocarse por el incumplimiento de las obligaciones fiscales, es que se vuelve importante analizar los factores que impactan en el cumplimiento fiscal de estas organizaciones sociales no lucrativas, para que con base en ello se diseñan las estrategias pertinentes para lograr el cumplimiento y puedan permanecer como “Donatarias Autorizadas” para efectos fiscales, continúen siendo no sujetas al impuesto sobre la renta y logren seguir obteniendo donativos. El presente trabajo de investigación se sustenta en la limitada literatura que existe respecto al estudio de las Organizaciones de la Sociedad Civil, como indica Barbosa et al. (2013), quienes realizaron un estudio, sobre los documentos relacionados a las Organizaciones objeto de este trabajo, en la clasificación correspondiente a las áreas relacionadas con la Contaduría, donde encontraron que de un universo correspondiente a 1,561 composiciones literarias, solo 30 documentos (1.9%) abordaron sobre estos organismos, por lo que el desarrollo de esta investigación pretende dejar sustento teórico para las citadas OSC, respecto a conocer la literatura existente entre su cumplimiento fiscal y los factores que lo impactan.
