[fre] Le faible caractère incitatif d’une reprise d’emploi à mi-temps pour un allocataire des minima sociaux (revenu minimum d’insertion, allocation de parent isolé, allocation spécifique de solidarité) était unanimement décrié avant l’instauration de la loi dite Aubry. Celle-ci conjuguée à d’autres mesures (prime pour l’emploi, réforme des aides au logement, calcul de la taxe d’habitation, etc.) modifie la situation des personnes concernées. Désormais, le revenu disponible est une fonction croissante de la durée du travail, quel que soit l’horizon temporel adopté. . Une analyse de cas types montre, par exemple, qu’un célibataire rémunéré au Smic, à mi-temps ou à plein temps, conserve presque la totalité de ses gains salariaux à l’horizon d’un an. Il en conserve encore environ la moitié si sa reprise d’emploi se poursuit au-delà de la première année dans le cas d’un plein temps. En revanche, la poursuite d’un mi-temps au-delà d’une deuxième année n’est toujours pas encouragée puisqu’il ne conserve que le cinquième du revenu d’activité obtenu. La modification des aides au logement, passée assez inaperçue, se révèle l’instrument le plus important de cette revalorisation des incitations financières au retour à l’emploi. L’encouragement au mi-temps à court terme puis au temps plein à long terme, qui était une caractéristique majeure du RMI, fait place à un encouragement toujours plus prononcé pour le plein temps, quel que soit l’horizon. Les différences entre allocataires suivant le régime d’aide sont considérablement atténuées. À court terme, les personnes sans conjoint qui sont le plus incitées à retrouver un emploi sont les femmes avec un enfant de moins de trois ans. [eng] The poor incentive for a supplementary benefits recipient (minimum integration income, lone parent allowance and specific solidarity allowance) to take a part-time job was unanimously criticised before the introduction of the Aubry law. This law combined with other measures (employment premium, reform of housing benefits, calculation of the community charge, etc.) to change the situation of the people concerned. Disposable income is now a growing function of hours worked, regardless of the forecasting period adopted. An analysis of typical scenarios shows, for example, that a single person earning the minimum wage in a full-time or part-time job keeps virtually all the resulting wage gains for one year. He still keeps approximately half if he is in a full-time job that continues after the first year. However, remaining in a part-time job for more than two years is not always encouraged since he keeps only one-fifth of the earned income obtained. The change to housing benefits, which passed by almost unnoticed, is the most important instrument in this revaluation of financial incentives to go back to work. The incentive to work part time in the short run and then full time in the long run, which formed a major feature of minimum integration income, is being supplanted by an ever-stronger incentive to work full time, regardless of the time period...
[fre] Dans cet article, on étudie l'impact que pourrait avoir la mise en œuvre de réformes de type "allocation compensatrice de revenu" (ACR) sur le retour à l'emploi des RMistes et autres titulaires de minima sociaux. Nous faisons état de prévisions des comportements d'offre de travail des individus qui pourraient résulter de la mise en œuvre d'une série de variantes d'ACR. Ces prévisions sont effectuées à partir d'une modélisation structurelle et d'une estimation économétrique préalable des comportements des ménages effectuée et présentée en détail dans Gravel- Hagneré-Picard [2000] . La fraction des individus (ménages monoparentaux) qui retrouveraient un travail à temps partiel par suite de ces réformes ne dépasse jamais 15 % du total de la population cible. Par contre des individus qui, entre autres, travaillaient à plein temps opteraient pour le temps partiel. Le bilan agrégé en termes d'heures de travail serait négatif. L'effet redistributif de ce type de réforme est cependant indéniable. Parmi toutes les réformes envisagées, celle qui consiste à laisser à l'individu 60 centimes sur chaque franc gagné semble préférable, lorsqu'on combine des critères d'efficacité et d'équité. [eng] This paper examines the impact that reforms of the French welfare system could have on the employment and labour force participation of welfare recipients. More specifically we present predictions of the individuals'labour supply behaviour that could result from the introduction of a few reform scenarios based on a reduction of the marginal implicit income tax rate faced by welfare recipients under the current system. These predictions are derived from a structural modelization and an econometric estimation of the labour supply of single-head households discussed in detail in Gravel-Hagneré-Picard (2000). The fraction of actually unemployed single head households who would become employed after the reforms never exceed 15 % of the total target population. Moreover, some households head who were working under the current system would choose to reduce their hours worked. The aggregate effect of all the reforms on the labour supply turns out to be negative. On the other hand, this kind of reform appears to have an undeniable redis- tributive effect. Among the reforms considered, it is the one associated with a 40 percent implicit marginal tax rate on the labour income which seems to represent the best compromise between equity and efficiency considerations.
Cet article propose une grille de lecture d'un système de transferts à partir de la notion de responsabilité individuelle : si le montant d'une aide quelconque est indépendant des caractéristiques individuelles des bénéficiaires, ces derniers sont implicitement tenus pour responsables de ces caractéristiques. Après l'exposé du cadre théorique, nous passons en revue l'ensemble des aides destinées aux personnes défavorisées, en examinant successivement la prise en compte de caractéristiques sociodémographiques, et celles des revenus d'activité. Cette approche se révèle utile, en particuUer, pour mettre en lumière des hypothèses implicites un peu bizarres quant aux normes de comportement en matières d'aides inter-individuelles. Un traitement avantageux des familles monoparentales bien que mal adapté semble également émerger. D ' autre part, la prise en compte de la structure dynamique des versements des allocations permet de montrer que la réforme Aubry des minima sociaux a eu un effet non négligeable dans la diminution des trappes à inactivité.
