Bail is a privilege granted to suspects at the discretion of a court. The court exercises this discretion to give temporary freedom to crime suspects pending the conclusion of court trial. Where the bail conditions become stringent, unattainable or out of reach for suspects, suspects overreach themselves and this defeats the moral intentions of ‘bailing’ and the law. This paper discusses how awaiting-trial inmates are the most victimized by the challenges of the criminal justice system in Ebonyi State and how easing bail conditions for awaiting-trial inmates could reduce suspects’ costs of victimization. Using qualitative and quantitative research approaches, a sample of 1498 respondents comprising 623 awaiting-trial inmates, 617 police officers, 145 prison officers and 113 court staff was drawn from Ebonyi State. Multi-stage and purposive sampling techniques were used to reach the respondents. Questionnaire and in-depth interviews were instruments for data collection. Findings confirmed that keeping suspects in prisons longer than necessary is traumatic to suspects. Key recommendations include easing of bail conditions for awaiting-trial inmates by cutting the high bail prices to match the economic capacity of Ebonyi State’s neighborhood or relaxing bail terms that could enable inmates to meet bail requirements.
Terrorism and Moral Panic in Nigeria, is an investigation of the impact of terrorist attacks in the psyche of Nigerians. The sovereignty of the Nigerian state was threatened following the emergence of a terrorist group known as Boko Haram, which conquered a substantial part of Northeast Nigeria, using modern military hardware such as bombs, rockets, military tanks and high caliber machine guns. Boko Haram carried their terrorist attacks to many parts of Northern Nigeria, including Abuja, the Federal Capital Territory (FCT), which made the entire country to panic by creating genuine fear of insecurity in Nigeria. The study was conducted in August and September, 2015, in Abuja. A cross-sectional survey method was used to select 276 respondents by accidental sampling technique through the use of administered questionnaire. The study indicates that there were rampant terrorist attacks in Abuja, and the frequency by which people felt panicked was high. Also, the study found the role of the mass media in spreading information about the activities of the terrorists to be high. The study indicated high perception of personal risk by the respondents with a greater percentage knowing at least one dead victim of the terrorist attacks in Nigeria. The study recommended the improvement of the nation's security network and public enlightenment as the panacea to the security challenges facing Nigeria at the moment.
Global demand for energy is on a progressive increase and there is a need for environmentally friendly technologies to meet this demand. Electrochemical energy systems are hinged on clean and sustainable technologies. The latest trend in electrochemical energy systems is the supercapacitors (SCs). SCs are famous for their attractive properties: power density, charging time, life cycle, operational safety, and simplicity. However, their energy density is generally low and to a great extent, this parameter is invariably dependent on the nature of electrode material used. While high energy density is being sought for in SCs, it is necessary to keep abreast of recent electrode materials and their practical performances. This paper gives a concise description of capacitors with a focus on the non-Faradaic SCs. It also compendiously presents an overview of carbon electrode materials with their practical performances (specific surface area, specific capacitance, energy and power densities) for non-Faradaic SCs, with reference to more than 100 reputable works. Development and investigation of highly active carbon materials with optimized electrolytic compatibilities and manipulative morphologies and pore structures were recommended.
